Cooperative Agreement – Three Rivers Park District; Beekman (CR2017-104)July 26, 2017 Council Report 2017-104 COOPERATIVE AGREEMENT – THREE RIVERS PARK DISTRICT Proposed Action Staff recommends adoption of the following motion: Move to approve the Lake Minnetonka Regional Trail: Hopkins Artery Segment Cooperative Agreement between the City of Hopkins and the Three Rivers Park District. With this motion the Cooperative Agreement will be executed. Overview The design and construction of the Artery project has been a collaboration with many partners, including Three Rivers Park District. Three Rivers Park District has recognized the benefit of linking the Lake Minnetonka Regional Trail and the River Bluffs (Cedar Lake) Regional Trail via a cycle track on the Artery, and has agreed to be a funding partner for that component. The Cooperative Agreement outlines the conditions under which the Three Rivers Park District will financially participate in the Artery project. The Agreement outlines a cost participation of $460,000 from Three Rivers Park District--$410,000 if Hennepin County grant funds are not available. This amount represents approximately 50 percent of the cost of construction and was negotiated based on cost estimates. Primary Issues to Consider City staff, and the City Attorney, have reviewed the agreement and are comfortable with the terms.
