AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, July 11, 2077
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, July 11, 2017 at 7:56 p.m. in the Council Chambers at City Hall, 1010
First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson,
Community Development Coordinator Beekman, Planning and Development Director
Elverum, Assistant City Manager Lenz, City Planner Lindahl and Public Works Director
Stadler.
Public Works:
Public Works Director Stadler discussed the Hopkins water drinking station that wili be
available at public events. Public Works will be distributing water bottles at Raspberry
Festival Family Days.
Community Development:
Comprehensive Plan update
City Planner Lindahl discussed the proposed Steering Committee for the
Comprehensive Plan. The Zoning & Planning Commission would guide the process and
makes recommendation to the City Council. Mr. Lindahl discussed the public
engagement process to recruit applicants for the Steering Committee. Staff received 30
applications for the 20 member and 1 alternate committee. Mr. Lindahl discussed the
diverse representation on the committee and areas still in need of balancing. Council
Members Campbell and Kuznia will fill the City Council spots. Community Development
Coordinator Beekman and Planning and Development Director Elverum discussed the
applications, community engagement process and meeting format. Council should send
any suggestions regarding the Steering Committee to the Community Development
staff.
Update on Fagade Improvement Program
Community Development Coordinator Beekman discussed the applications for the
Fa�ade Improvement Program. Nine applications were scored based upon readiness,
ability to match the grant, overall aesthetics and impact to the vitality of the downtown.
The top four applications were Hance Hardware, Center Drug, Carpet One and Hopkins
Pro Clinic. Staff will notify the businesses this week and begin the process. Mayor
Cummings commented on the great program for the City.
Update on Park and Ride Facility
Planning and Development Director Elverum discussed the purchase of the park and
ride facility. Ms. Elverum commented that the appraisai process has started and that
project funds are moving forward. The parking facility will be transferred to the Met
Council at the end of the year and they will own and maintain the parking and bike
facility. Staff discussed the Development Agreement and are continuing to negotiate the
hours of the park and ride facility. Ms. Elverum discussed the funding and project costs.
Update on Marketing Committee
Community Development Coordinator Beekman discussed the budget and marketing
strategy of the Marketing Committee. Ms. Beekman discussed a proposal to hire a
consultant to put a plan together for all the local community groups and businesses to
be more efficient with their resources. Ms. Beekman discussed the $9400.00 cost that
would be funded by the Marketing budget. There was Council discussion regarding
engaging the consultant for a second year, business buy-in and committee structure.
Ms. Beekman commented that the strategy would include a budget for future years and
that staff would organize the committee and schedule two meetings. An Open Streets
event is scheduled for October 14.
City Council:
• Council Member Campbell commented on the comprehensive listing of City Council
and Board Members names and terms.
. Council Member Campbell commented on damaged cars along 5`h Avenue. Staff will
investigate.
• There was discussion about the Tuesday Hopkins Farmers Market East.
• Council Member Gadd gave an update on the Metro Cities Legislative Committee.
• Council Member Gadd gave an update on the Met Council Corridor Management
Committee meeting.
• Council Member Halverson commented on a resident request for City Council
appearance at a National Night Out event.
• Council Member Kuznia commented on the great upgrades to Hilltop and Maetzold
playgrounds.
• Council Member Kuznia discussed an Interlachen resident concern about setbacks
and that the resident was asked to contact City Planner Lindahl.
• Council Member Kuznia commented on concerns of suspicious activity at
Interlachen Park and commented that the 911 should be called for any suspicious
activity.
• Mayor Cummings commented on the Running of the Bulls event.
. Mayor Cummings discussed the Avenues 4�h of July event.
• There was discussion regarding construction activity at Burnes Park.
• Mayor Cummings met with the owner of Costa Rica Dance Studio.
• Mayor Cummings attended the Regional Council of Mayors meeting. The topic of
discussion was water management.
. The Order of the Purple Heart will be at Central Park on Monday, July 17 at 3 p.m.
• Mayor Cummings read a thank you note from Barb Westmoreland.
• Mayor Cummings went on a rental inspection ride along with Housing Inspector
Zasada.
Administration:
City Manager Mornson provided the following updates:
• Discussion of liquor license applications.
. Discussion of the notice of election filing deadlines and election agreement.
• Update on the Charter Commission. The City Attorney is reviewing the Charter.
. Overview of upcoming events.
. Work Session agenda for July 18.
• Council is invited to attend the Police Department Procedural Justice training.
. City Hall improvement plan update.
• Assistant City Manager Lenz gave an update and timetable on the Class and Comp
study. Council will be updated at a future Work Session.
• Assistant City Manager Lenz will be on parental leave for 12 weeks.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Kuznia, seconded by Campbell, the meeting was unanimously adjourned at 9:28 p.m.
