Minutes of the July 31, 2017 City Council Regular Meeting ProceedingsMinutes of the July 31, 2017 City Council Regular Meeting Proceedings CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Monday, July 31, 2017 at 7:03 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Attorney Anderson, Community Development Coordinator Beekman, Finance Director Bishop, City Clerk Domeier and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. CONSENT AGENDA Motion by Kuznia. Public Hearing on Property Tax Abatement Related to Public Infrastructure Improvements; (CR2017-105) In addition to City staff, a representative present for the item was Stacy Kvilvang, Ehlers, Inc. Finance Director Bishop and Ms. Kvilvang discussed the public purpose of the tax abatement, location of the abatement parcels and length of the tax abatement bonds. Mayor Cummings opened the public hearing at 7:06 pm. No residents came forward to address the Council. Motion by Gadd. Second by Campbell. Motion to close the Public Hearing at 7:06 pm. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Kuznia. Second by Halverson. Motion to adopt Resolution 2017-053 Approving Property Tax Abatement Related to Public Infrastructure Improvements. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. NEW BUSINESS VII.1. Resolution Approving an On-Sale Intoxicating and On-Sale Sunday Liquor Licenses for the Caterers LLC dba The Caterers; (CR2017-094) City Clerk Domeier discussed the Liquor License application for The Caterers located at 1728 Mainstreet. Ms. Domeier discussed the conditions and license fees. The Police Department reviewed the application and conducted a background investigation and found no reason to deny the application. The business owners would be subject to liquor compliance checks and liquor control training. Ms. Domeier discussed the qualifications of the business and hours open to the public. The City Attorney has reviewed the application and staff is recommending approval. The business owners addressed the Council regarding their business plan and experience. The business is expected to be open in November or December. Mayor Cummings welcomed the business to the City of Hopkins and encouraged involvement in the Hopkins Business and Civic Association. Motion by Halverson. Second by Campbell. Minutes of the July 31, 2017 City Council Regular Meeting Proceedings Motion to grant an On-Sale Intoxicating and On-Sale Sunday Liquor Licenses to The Caterers LLC dba The Caterers by adopting Resolution 2017-050 a Resolution Approving an On-Sale Intoxicating and On-Sale Sunday Liquor Licenses to The Caterers LLC dba The Caterers. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. VII.2. Approve Hopkins Pavilion Contribution Agreement; (CR2017-101) In addition to City staff, a representative present for the item was Julie Eddington, Financial Council from the City Attorney’s office. Public Works Director Stadler gave an overview of the staff report detailing the financial contributions, bank loan, negotiated terms and conditions of the agreement. Mr. Stadler discussed the project scope, timetable, loan guarantee, city abatement note and obligations in the event of a loan default. Ms. Eddington explained banking regulations and commented that all parties have thoroughly negotiated the agreement. Council commented that the collaboration by all the parties allows for a larger project scope that benefits the community. Motion by Gadd. Second by Kuznia. Motion that Council adopt Resolution 2017- 054, approving a Hopkins Pavilion Contribution Agreement between the City of Hopkins, Hopkins Youth Hockey Association and Anchor Bank. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. VII.3. Approve Hopkins Pavilion Use Agreement; (CR2017-102) Public Works Director Stadler gave an overview of the staff report detailing the length of the Hopkins Youth Hockey Association (HYHA) agreement, hours of use and Ice rates. Mr. Stadler explained that HYHA rents 70% of ice hours and that doesn’t differ much from past years. Mr. Stadler gave a summary of the terms and conditions that were negotiated by Staff and Legal Council. Council asked about the status of the design process. Mr. Stadler commented that staff is at the beginning stages of design and will keep the Council updated. Motion by Campbell. Second by Halverson. Motion that Council adopt Resolution 2017- 055, approving a Hopkins Pavilion Use Agreement between the City of Hopkins and Hopkins Youth Hockey Association. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. Minutes of the July 31, 2017 City Council Regular Meeting Proceedings Representatives of HYHA, Hopkins School District and Anchor Bank came forward to address the Council. The representatives commented on the collaboration of the partners that have worked together to support youth and the community by making a long-term commitment and great upgrades to the Pavilion. Mayor Cummings thanked the project partners for making the community project a reality. ANNOUNCEMENTS • Hopkins Farmers Market at 16 9th Ave. S.: Saturdays from 7:30 a.m. to 12:00 p.m. • National Night Out: Tuesday, August 1, 2017 ADJOURNMENT There being no further business to come before the City Council and upon a motion by Halverson, second by Campbell, the meeting was unanimously adjourned at 7:40 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
