Accept Wellhead Protection Plan Part 2 September 5, 2017 Council Report 2017-112 ACCEPT WELLHEAD PROTECTION PLAN PART 2 Proposed Action Staff recommends adoption of the following motion: Adopt Resolution 2017-061, Resolution Accepting Wellhead Protection Plan, Part 2. Overview Public water suppliers are required by the State of Minnesota to develop a Wellhead Protection Plan. The purpose of the Wellhead Protection Program is to prevent contamination of public drinking water supplies by identifying water supply recharge areas and implementing management practices for potential pollution sources found within those areas. The City of Hopkins has an existing plan which is required to be updated. As part of the update, a public hearing must be held before the City Council can accept the plan. Part 1 of the WHPP was completed and approved in July of 2016. Part 1 addressed the delineation of the Wellhead Protection Area, the Drinking Water Supply Management Area (DWSMA), and the vulnerability of the system’s wells and aquifers within the DWSMA. The goals and objectives of Part 2 of the WHPP are focused on managing potential contaminant sources within the DWSA, reducing the potential contaminant pathways to the source water aquifer that may be provided by private wells, and educating property owners and water users. • Public Comments The plan was distributed to impacted units of local government June 26, 2017 for a 60- day comment period. Notice of this public hearing was published August 24, 2017. No comments have been received at this point from any units of government or other persons. • Schedule The WHPP is required to be updated every ten years, with evaluation updates provided to the Minnesota Department of Health (MDH) every two and a half years. Approving the WHPP Part 2 update would be the start of a new ten year cycle, next steps are anticipated as follows: • September 5, 2017 – City Council Accepts/Approves WHPP Part 2 • September 15, 2017 – WHPP Part 2 is submitted to MDH • December 2017 – MDH approves City of Hopkins WHPP Part 2 • Staff Recommendation Staff recommends accepting the plan with adoption of Resolution 2017-061. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2017-061 RESOLUTION ACCEPTING WELLHEAD PROTECTION PLAN, PART 2 WHEREAS, the City of Hopkins has completed developing its Wellhead Protection Plans pur- suant to the requirements of Minnesota Rules 4720.5100 to 4720.5990, and WHEREAS, the goal of the Wellhead Protection Plan is to prevent human caused contaminants from entering the water supply wells and to protect all who use the water supply from adverse health effects associate with groundwater contamination, and WHEREAS, Part 1 of the Wellhead Protection Plan is a technical exercise that uses groundwater modeling to delineate the wellhead protection area, drinking water supply management area, and includes a well and aquifer vulnerability assessment, and WHEREAS, Part 1 of the Wellhead Protection Plan was approved by the Minnesota Department of Health July 15, 2016, and WHEREAS, a public informational meeting for the review of Part 1 was held as required by Minnesota Rules 4720.5330 subpart 7 on August 24, 2016, and WHEREAS, Part 2 of the Wellhead Protection Plan describes how the results of Part 1 can be applied to best protect a community’s water supply through the evaluation of several data ele- ments, including physical environment, land use, public utilities, water quantity, water quality, an inventory of contaminants, and the preparation of a management portion of the plan, and WHEREAS, a public hearing was held as required by Minnesota Rules part 4720.5350 subpart 4 on September 5, 2017 for review of Part 2 prior to submittal to the Minnesota Department of Health for approval. NOW THEREFORE, BE IT RESOLVED by the City Council of Hopkins, Minnesota: Part 2 of the Wellhead Protection Plan is accepted for submittal to the Minnesota De- partment of Health for approval.
