IV.1. Minutes of the September 5, 2017 City Council Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 5, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, September 5, 2017 at 7:01 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Finance Director Bishop, Director of Planning and Development Elverum, Planning and Economic Development Intern Howard, Public Works Director Stadler and City Engineer Stanley. ADOPT AGENDA Mayor Cummings commented that Consent Agenda Item IV.7. was amended. The public assessment hearing date changed from October 3 to October 17. Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda as amended. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III.1. SolSmart Program Application; Howard (Memo) Community Development Intern Howard gave an overview of the SolSmart Designation Program. SolSmart is a no-cost national designation program to recognize communities that promote the use of solar energy systems. Mr. Howard gave an overview of the designation criteria, benefits of the program and the steps and requirements to achieve silver designation. Council Member Campbell asked about staff time, costs and alternative energy sources. Mr. Howard commented that many of the required actions are currently satisfied and that other cities have already taken action to identify alternative energy ordinances. Staff would investigate the possibility about how the program could compliment the Green Step Program. Mr. Stadler commented that the Community Garden Solar Program is moving forward and that the City hopes to be online by the end of the calendar year and seeing electricity credits on city buildings in 2018. Mayor Cummings commended City Staff on promoting the sustainability efforts of the City. CONSENT AGENDA Motion by Kuznia. Second by Campbell. Motion to Approve the Consent Agenda. 1. Order Public Hearing – 2017 Miscellaneous Special Assessments; Bishop (CR2017-111) Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PUBLIC HEARING V.1. Accept Wellhead Protection Plan – Part 2; (CR2017-112) In addition to City staff, a representative present for the item was Mr. Ray Theiler, WSB. City Engineer Stanley discussed the Wellhead Protection Plan explaining that the purpose of the program is to prevent contamination of public drinking water and implement management practices for potential pollution sources. Mr. Stanley explained that the City of Hopkins has an existing plan, which is required to be updated, and a pubic hearing is necessary. Mr. Theiler discussed the results of Part 1 and how the results can be applied to best protect the City’s water supply. Mr. Theiler discussed the goals and the action plan of the Wellhead Protection Plan Part 2 with public education as the main emphasis. Mr. Theiler explained that WSB did not receive any public comments during the comment period. The next steps are to submit the plan to the Department of Health for final approval and implement the plan of action after formal adoption. The plan is required to be updated every ten years and evaluated every two and a half years. Mayor Cummings commented on Hopkins’ safe drinking water and asked about the City’s vulnerability. Mr. Theiler explained that different soil areas are vulnerable to pollutants and that the plan studies the water quality in more detail. Council Member Gadd asked about what is new in the plan. Mr. Theiler explained that there are different activities and public educational opportunities. Public Works Director Stadler explained that the Water Quality Consumer Confidence Report is distributed to residents in the July Hopkins Highlights. Mayor Cummings opened the public hearing at 7:25 pm. No residents came forward to address the Council. Motion by Kuznia. Second by Halverson. Motion to close the Public Hearing at 7:25 pm. Motion to adopt Resolution 2017-061, Resolution Accepting Wellhead Protection Plan, Part 2. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. ANNOUNCEMENTS  Hopkins Farmers Market at 16 9th Ave. S.: Saturdays from 7:30 a.m. to 12:00 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Campbell, second by Kuznia, the meeting was unanimously adjourned at 7:28 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
