SEPTEMBER 19, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, September 19, 2017 at 7:06 p.m. in the Council Chambers at City
Hall, 1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Finance
Director Bishop, Director of Planning and Development Elverum and Public Works
Director Stadler.
ADOPT AGENDA
Motion by Gadd. Second by Campbell.
Motion to Adopt Agenda.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
CONSENT AGENDA
Motion by Kuznia. Second by Halverson.

NEW BUSINESS
VII.1 Approve Proposed 2018 Levy, Proposed 2018 General Fund Budget and Set
Budget Meeting Date; (CR2017-114)
Finance Director Bishop gave an overview of the Truth in Taxation process and the
proposed 2018 General Fund budget and impacts. Mr. Bishop explained that the
proposed levy and budget is adopted by September 30th of each year and that the levy
can be lowered but not increased once adopted. The budget meeting date to receive
public comment would be scheduled for Tuesday, December 5, 2017. Mr. Bishop
commented that the 2018 budget is balanced and would be a 4.7% increase from 2017.
Mr. Bishop discussed the proposed expenditures and revenues and preliminary 2018
levy. Mr. Bishop explained that the tax impact on an average home is currently
scheduled for a $150 increase and discussed the next steps in the 2018 budget
process.

Mayor Cummings commented that Hennepin County would be covering a large share of
the Blake Road improvements and that the increase in LGA must be used to reduce the
levy. There was discussion about the Class and Comp study which is scheduled to be
implemented January 1, 2018. The study evaluated staff positions and there is
uncertainty regarding salary adjustments.
Mayor Cummings thanked Finance Director Bishop for guiding the department heads
and staff through the budget process.
Motion by Kuznia. Second by Gadd.
Motion to approve Resolution 2017- 063 Approving proposed 2018 tax levy, debt
service levies at levels under those required in the bond covenants, proposed
2018 general fund budget, and setting budget meeting dates.
Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
VII.2. Approve Proposed 2018 HRA/EDA Tax Levy; (CR2017-115)
Finance Director Bishop gave an overview of the preliminary HRA/EDA levy and
commented that this is the only source of income for economic development activities
and redevelopment efforts. When the budget is presented for review the levy can be
lowered but not increased.
Motion by Gadd. Second by Campbell.
Motion to approve Resolution 2017-064 Approving proposed 2018 HRA tax levy.
Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
ANNOUNCEMENTS
Hopkins Farmers Market at 16 9th Ave. S.: Saturdays from 7:30 a.m. to 12:00 p.m.
The City Council will be hosting a booth at the Farmers Market on Saturday,
September 23.
Vote for Hopkins in Minnesota Monthly’s Best MN Town Contest.
City Manager Mornson thanked Finance Director Bishop and the Finance Team for
putting the budget together.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Kuznia, second by Haverson, the meeting was unanimously adjourned at 7:18 p.m.
