CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, October 3, 2017 at 7:03 p.m. in the Council Chambers at City
Hall, 1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Hopkins
Center for the Arts Executive Director Anderson, City Clerk Domeier, Director of
Planning and Development Elverum, Police Chief Johnson, Assistant City Manager
Lenz and Public Works Director Stadler.
Mayor Cummings asked for a moment of silence to reflect on the tragedy in Las Vegas
and recognize all the first responders.

Motion by Gadd. Second by Kuznia.
Motion to Adopt Agenda.

PRESENTATIONS
111.1. Oath of Office: Police Officers Harriman, Johnson and Seamans
Police Chief Johnson introduced new Police Officer Johnson. City Clerk Domeier issued
the Oath of Office and Officer Johnson's father pinned on his badge.
Police Chief Johnson introduced new Police Officer Herriman. City Clerk Domeier
issued the Oath of Office and Officer Herriman's mother pinned on his badge.
Police Chief Johnson introduced new Police Officer Seamans. City Clerk Domeier
issued the Oath of Office and Officer Seamans' family pinned on his badge.
On behalf of the City Council, Mayor Cummings welcomed the new officers to the City
of Hopkins.
111.2. SWAT Team Presentation
Police Chief Johnson commented that community partnerships are critical to build a
successful and healthy community. The Hopkins SWAT team participated in the
Hopkins Raspberry Festival 5-mile race to raise funds to support a local initiative;
Hopkinsvolunteers.org connects volunteers to opportunities in the Hopkins community.
Chief Johnson recognized the major contributors. $5500.00 was raised and a check
was presented to Hopkinsvolunteers.org representative, Shay Koski. Pastor Searl from
Shepherd of the Hills Lutheran Church thanked the Hopkins Police Department for their

efforts to do good things in the community making Hopkins a great place to live, work
and play. Hopkinsvolunteers.org will be able to continue to provide opportunities for
people to find a place to serve. Representatives from the Hopkins Elk, Hopkins Rotary
and Hopkinsvolunteers.org came forward and were thanked for their generous
contribution and partnership. Mayor Cummings commented that the partnerships and
collaborations reflect the great sense of community in Hopkins.

NEW BUSINESS
VII.1 Hopkins School Lease Renewal; (CR2017-116)
Hopkins Center for the Arts Executive Director Anderson discussed the staff report,
recommending approval of the Hopkins School Lease Agreement. Ms. Anderson
commented that the lease is a renewal agreement for a term of ten years. Ms. Anderson
gave an overview of the major changes and fees. A 3% annual increase has been built
into the lease. There was Council discussion about the types of school district activities
and termination clause. Ms. Anderson commented that Hopkins Community Education
classes are the primary user of the classroom and dance studio and that the school also
uses space for presentations and meetings. Ms. Anderson commented that the
termination clause goes both ways and that the updates are an improvement over the
previous lease. The School District has already approved the lease agreement.
Motion by Gadd. Second by Halverson.
Motion to approve the lease agreement between the City of Hopkins and the
Hopkins Public Schools for use of the Hopkins Center for the Arts.

ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Campbell, second by Gadd, the meeting was unanimously adjourned at 7:31 p.m.
