AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
TUESDAY, OCTOBER 3, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, October 3, 2017 at 7:34 p.m. in the Council Chambers at City Hall,
1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Police
Chief Johnson, Assistant City Manager Lenz and Public Works Director Stadler.
Public Works
Public Works Director Stadler gave an update on the Burnes Park construction project
and splash pad. Projected completion is early November.
Police Department
City Manager Mornson discussed communication with City Council Members when
there are incidents in the City of Hopkins. Mr. Mornson discussed data privacy and
ways to continue to improve communication and keep the Council updated.
Police Chief Johnson discussed notification criteria, data privacy practices and release
of information. Chief Johnson discussed different ways of communication to the City
Council and asked when would the City Council want to receive information about a
criminal investigation. Chief Johnson commented that staff would try to get notification
and information to the City Council before a media release.
There was discussion about how and when to disseminate information to the City
Council. Council discussed the current communication system through the City
Manager, proper communication channels and possible changes to the current
communication procedure if there is a major incident. There was discussion about social
media and inaccuracy of some information.
Chief Johnson commented that he would continue to communicate with the City
Manager. The City Manager will use his judgment as to what information to disseminate
to the Council. The Council will be informed as soon as possible regarding a critical
situation or high profile incident without jeopardizing the law enforcement investigation.
City Council:
• Council Member Campbell gave an update on the Highway 169 Corridor meeting.
MnDOT will present an overview of the public transportation project at a future Work
Session.
• Council Member Gadd discussed a resident concern regarding alley construction.
Staff has contacted the resident.
• Council Member Gadd gave an update on the SWLRT Corridor Management
Committee meeting. SWLRT staff will be meeting with city staff regarding the project
budget.
• Council Member Kuznia will be attending the Minnehaha Creek Watershed District
Hero's Award on November 2.
• Council Member Kuznia discussed a resident concern regarding assessment of
sidewalk repairs. City Manager Mornson commented that sidewalk repairs are not
assessed.
• There was discussion of a City Council Member social event on October 20.
Administration:
City Manager Mornson provided the following updates:
• Assistant City Manager Lenz has returned from parental leave.
• Discussion of a conference tour event.
• City Clerk Domeier and City Attorney Riggs attended the first Charter Commission
meeting. Jim Genellie has been appointed Chairperson and Scott Kerson, Vice-
Chairperson. The Commission is reviewing one chapter at a time and the next
meeting is scheduled for December 14.
• Blake School tour is November 6, 5 p.m.
• Staff will keep Council updated regarding a tour of the new PPL building.
• Metro Cities meeting is November 29.
• City Staff will be attending the Retail Awards event on Wednesday, October 4.
• Discussion of the Goal Setting Meeting.
• Update on the October 10 Work Session agenda.
• The Moline Ribbon Cutting event is October 12, 4 p.m.
• Former Mayor Maxwell gave gifts to the City from Hopkins' sister city, Boryspil,
Ukraine.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Campbell, seconded by Kuznia, the meeting was unanimously adjourned at 8:46 p.m.
