10-17-2017 City Council MeetingHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 17, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, October 17, 2017 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Finance Director Bishop, Director of Planning and Development Elverum, Assistant City Manager Lenz and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III. 1. Hopkins Westwind Concert Band; (Memo) Representatives from the Hopkins Westwind Concert Band, Mr. Mike Anderson and Ms. Kay Peltier gave an overview of the history, community involvement and upcoming concert season. Mr. Anderson commented that the concerts are free and that the band members enjoy sharing music throughout the Hopkins community and western suburbs. Ms. Kay Peltier commented that the band is proud to represent the City of Hopkins. The next concert on Sunday, October 29, 4:00 p.m. at the Hopkins Center for the Arts features musical memories and a video featuring Director Emeritus Don Bates. Council Member Gadd commented on an archived piece of music that the Westwind Concert Band wrote for a National JCI Recognition event. Council Member Kuznia asked how citizens could join the band. Mr. Anderson commented that there is an open invitation to musicians. Mayor Cummings commented that the band is an important part of the community and the Council is excited to hear about the upcoming season. 111.2. Hopkins JCI Donation JCI Past President Kim Rausch came forward and gave an overview of the JCI organization, community events and service projects. As a service to the community, JCI presented three Little Free Libraries to the Hopkins Parks. Ms. Rausch commented that JCI plans to continue the project as long as there is a need. Mayor Cummings thanked the JCI organization for the incredible addition to the City Parks and that the Little Libraries are very much appreciated by residents. PUBLIC HEARING V.1. Adopt Assessment Roll — 2017 Miscellaneous Special Assessments; CR2017-123) Finance Director Bishop gave an overview of the 2017 Miscellaneous Special Assessments. Hearing notices have been published and mailed to affected property owners. Mr. Bishop gave an overview of the payment options. One appeal was received at the City offices on October 17, 2017 from Ryan Liddiard at 733 8th Ave. S. Mayor Cummings opened the public hearing at 7:20 pm. No residents came forward to address the Council. Motion by Kuznia. Second by Campbell. Motion to close the Public Hearing at 7:20 pm. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Gadd. Second by Kuznia. Motion to adopt Resolution 2017-068 Resolution for Adoption of Assessment Roll, 2017 Miscellaneous Special Assessments. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 17, 2017 NEW BUSINESS VI1.1. Mid-Year Financial and Investment Report; (Memo) Finance Director Bishop reviewed the Second Quarter Financial and Investment Report with the Council. Mr. Bishop gave an overview of the General Fund revenues & expenditures, the Special Revenue Fund revenues, expenditures &financial position, an overview of the Enterprise Fund revenues & expenditures and the cash & investment balance & earnings as of June 30, 2017. Mr. Bishop gave an explanation of government aid payments, discussed the permit fee trend and the planned deficit at the Hopkins Center for the Arts. Assistant City Manager Lenz discussed the Center for the Arts proposed deficit, capital costs and plan. Mr. Bishop discussed the proposed utility rate increase, water and sewer revenues and capital needs. The proposed rates would be effective January 1, 2018. Mr. Bishop discussed the effects on residential and commercial users. Mayor Cummings asked how users would be informed. Mr. Bishop commented that information would be in the Hopkins Highlights and in billing statements. Mr. Bishop discussed the Conduit Bonds for Blake School and Augustana. A public hearing will be held at the City Council meeting on November 6. Mayor Cummings thanked Finance Director Bishop for all his work. VII.2. Construction management services — Pavilion Upgrade project; (Memo) Public Works Director Stadler discussed the Construction Management services for the Pavilion upgrade project. Mr. Stadler discussed the cost and services and commented that the contractor would represent the City of Hopkins through the process. The City received three proposals, the City Attorney has reviewed the report and staff is comfortable moving forward with RJM Construction. Mr. Brad Barickman, RJM Construction, came forward and discussed the company's extensive experience working with municipalities. Mr. Barickman commented that RJM has completed similar projects and that the timeframe is the biggest challenge but achievable. Mr. Barickman discussed the current bidding climate. Mr. Stadler commented that staff is anxious to get RJM on board for the preconstruction and design process. Mr. Stadler discussed the bidding process and commented that there is a guaranteed maximum price added to agreement. Motion by Kuznia. Second by Campbell. Motion to approve a construction management agreement with RJM Construction to provide construction services related to the Pavilion Upgrade/expansion project and authorize the City Manager to execute the agreement in the amount of$279,030. ANNOUNCEMENTS Hopkins Farmers Market at 16 9th Ave. S.: Saturdays from 7:30 a.m. to 12:00 p.m. Next City Council meeting is Monday, November 6. Absentee voting is open now at Hopkins City Hall. Mayor Cummings welcomed students from Benilde High School Government Class. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Kuznia, second by Campbell, the meeting was unanimously adjourned at 7:52 p.m. OPEN AGENDA— PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
