11-06-2017 Work Session after City Council Meeting MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Monday, November 6, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Monday, November 6, 2017 at 8:50 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Director of Planning and Development Elverum and City Planner Lindahl. Economic Development In addition to City staff, a representative present for the item was Mr. Mike Hayman, Minnehaha Creek Watershed District (MCWD). Director of Planning and Development Elverum discussed the Request For Qualifications (RFQ) for 325 Blake Road/Cold Storage site. Ms. Elverum discussed the timeline and commented that the document reflects the City's vision for the site. The RFQ would give developers an idea what the City is looking for on the site. Ms. Elverum discussed submittal requirements and the criteria for reviewing the proposals. There was discussion about the developer selection. Staff would seek the advice of Stacy Kvilvang, Ehlers Inc. to get the best response from developers. Ms. Elverum commented that MCWD is in control of the developer selection but is seeking City input. Mr. Hayman commented that City of Hopkins is a critical partner with the MCWD in the process for an ideal development. Council Member Gadd commented that he appreciates the partnership with MCWD and asked about the RFQ schedule. Mr. Hayman discussed the RFQ process. Council Member Campbell asked about the percentage of affordable housing. Ms. Elverum discussed the target affordability point and considerations. Mayor Cummings commented on the unique and exciting opportunity for the collaborative project. Mayor Cummings asked about demolition. Mr. Hayman commented that the MCWD has applied for demolition grants and should hear in early 2018 about the first grant application. Council Member Halverson asked about the current tenant. Mr. Hayman commented that the site would be vacant at the end of November. Director of Planning and Development Elverum and City Planner Lindahl discussed the resident concerns and staff actions regarding the construction project at 117 Maple Hill Road. A letter would be drafted to the son of the property owners at 118 Homedale Road to address the concerns.
