REGULAR MEETING PROCEEDINGS
NOVEMBER 21, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, November 21, 2017 at 7:00 p.m. in the Council Chambers at City
Hall, 1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Finance
Director Bishop, Director of Planning and Development Elverum, Assistant City
Manager Lenz and Public Works Director Stadler.
ADOPT AGENDA
Motion by Gadd. Second by Campbell.
Motion to Adopt Agenda.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
PRESENTATIONS
III.1. 2017 Hopkins Community Image Awards; (Memo)
Planning and Development Director Elverum gave an overview of the 2017 Community
Image Awards winners, thanking them for their contribution towards a positive
community image. Ms. Elverum thanked the judges and commented that the deadline
for the 2018 nominations is the end of August.
Commercial/Industrial Winner: LTD Brewing Company owners Jeremy Hale and
Blake Verdon accepted the award. Residential Winners: Kelsey Essig & Brandon

Freeman, 130-17 Avenue North; Diana Glasgow & Jeff Wyman, 426 Hiawatha
Avenue; and Diana Neidecher & Blake Ward, 10 Harrison Avenue South
Mayor Cummings thanked the award winners for their investment in the Hopkins
community.

III.2. 2017 3 Quarter Financial and Investment Report; (Memo)

Finance Director Bishop reviewed the 2017 3 Quarter Financial and Investment Report
with the Council. Mr. Bishop gave an overview of the General Fund revenues and
expenditures, the Special Revenue Fund revenues, expenditures and financial position,
an overview of the Enterprise Fund revenues, expenditures and financial position and
the cash and investment balance and earnings as of September 30, 2017. Mr. Bishop
discussed the timing of payments and explained that less residential water usage
reflects in the revenue decrease in the Water Fund. Mayor Cummings commented that
Hopkins is in good financial shape and thanked Mr. Bishop for his report.

CONSENT AGENDA
Mayor Cummings commented that the City of Hopkins received a letter from a Pawn
America representative regarding concerns of the proposed text amendment changes to
Ordinance 2017-1125.
Motion by Kuznia. Second by Halverson.

The next City Council meeting is Tuesday, December 5, 2017.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Campbell, second by Gadd, the meeting was unanimously adjourned at 7:21 p.m.
