RESOLUTION RELATING TO PARKING RESTRICTIONS ON BLAKE ROAD
FROM THE SOUTH CITY LIMITS TO STATE TRUNK HIGHWAY NO. 7

Proposed Action
Staff recommends the following motion: “Adopt Resolution 2017-085, Relating to parking
restrictions on County State Aid Highway No. 20 (Blake Road) from the south city limits to
State Trunk Highway No. 7 (TH 7).”
Overview
In order for the City to use Municipal State Aid funding and for Hennepin County to use
County State Aid funding MNDOT requires that a resolution be passed prohibiting parking
on Blake Road. This is required because there is not adequate lane width per MNDOT
standards to allow on-street parking.
The majority of Blake Road is already posted no parking, the only area that is not restricted is
the west side of Blake Road adjacent to the Blake School track. Staff does not anticipate
implementing a parking restriction along this stretch until construction in the area begins.

RESOLUTION RELATING TO PARKING RESTRICTIONS ON
COUNTY STATE AID HIGHWAY NO. 20 (BLAKE ROAD) FROM THE SOUTH
CITY LIMITS TO STATE TRUNK HIGHWAY NO. 7 (TH 7)

WHEREAS, Hennepin County and the City have planned for the improvement of
County State Aid Highway (CSAH) No. 20 (Blake Road) and entered into an agreement
for reconstruction and jurisdictional transfer which was approved by the City Council
May 17, 2016; and
WHEREAS, the City may be expending Municipal State Aid Funds on the improvement
and Hennepin County will be expending County State Aid Funds; and
WHEREAS, upon completion of construction the traffic lanes will be narrowed,
pedestrian facilities will be placed, and other boulevard improvements will be constructed
along both sides of Blake Road; and
WHEREAS, this improvement does not provide adequate width for parking on both
sides of Blake Road and approval of the proposed construction as a County State Aid
Highway project must be conditioned upon certain parking restrictions.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Hopkins, Minnesota that the effective date of this resolution will be December 5, 2017.
