11-21-2017 Work Session after City Council Meeting MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, November 21, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, November 21, 2017 at 7:23 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Assistant City Manager Lenz and Public Works Director Stadler. Public Works Public Works Director Stadler gave an update on the Pavilion project. Staff has met with the project team to discuss the design. The project budget is slightly over the goal and staff is evaluating items that could result in cost saving measures. Mr. Stadler discussed the bid alternates and the design features and outdoor refrigeration system that could be added at a future date depending on costs. Mr. Stadler gave an overview of the bid and project schedule. Demolition is scheduled to begin in March with the project completion in September 2018. Mr. Stadler commented that he has been in contact with Excel Energy regarding burying utility lines near the outdoor skating rink. Council Member Campbell asked about the aggressive timeline. Mr. Stadler commented that the Contract Manager is confident in the timeline. There was discussion regarding the budget for the outdoor rink refrigeration that could add the option for extended ice time and displacement of the current Pavilion users. Mr. Stadler commented that the outdoor rink refrigeration would depend upon budget numbers and that Pavilion staff has been reaching out to its users and working to find alternative accommodations. Administration Assistant City Manager Lenz gave the Council a preview of the new City of Hopkins website design. The goal is for users to click as little as possible to navigate the website. Ms. Lenz commented that the website will be smart phone and ADA compliant. March 1 is the target date to go live with the new website. City Council: • Council Member Campbell discussed a National League of Cities (NLC) conference presentation regarding election filing to attract serious candidates. • Council Member Campbell discussed youth board involvement and youth council opportunities. Council will continue to discuss the idea further. • Council Member Gadd gave an update on SWLRT. The FTA is requiring a supplemental environmental review and the federal government is looking at modifying the evaluation criteria and priority for funding. Council Member Gadd commented on the great information and networking opportunities at the NLC conference. • Council Member Kuznia commented that Bolton and Menk would be taking drone pre and intermittent photos of the Cold Storage construction site. • Mayor Cummings commented on the possible delays to the SWLRT project. • Mayor Cummings commented on the Activity Center Thanksgiving event. Administration: City Manager Mornson provided the following update: • Discussion regarding the speaker proposal for the January Goal Setting meeting. The facilitator would be in contact with Department Heads and Council Members prior to the meeting.
