12-05-2017 Work Session after City Council Meeting MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING TUESDAY, DECEMBER 5, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, December 5, 2017 at 8:15 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, and Campbell attending. Council Member Gadd absent. Staff present included City Manager Mornson, Finance Director Bishop, Assistant City Manager Lenz and Public Works Director Stadler. Administration City Manager Mornson gave an update on the Hopkins Youth Hockey Association (HYHA) meeting and discussion regarding corporate sponsorships and naming rights for the Pavilion ice arena. The benefit would be that HYHA may be able to pay off their debt early and move forward with the phase 2 outdoor rink expansion project sooner. There was discussion regarding Private Activity and Taxable Bonds. Finance Director Bishop explained the cost difference between the bonds. There was Council discussion regarding the partners in the project and proceeds from the sponsorships. Council discussed concerns of losing Hopkins identity with sponsorships logos and naming rights. Council appreciates that HYHA is looking at ways to raise funds but wants the City to be part of the discussion, proposals and negotiations. Assistant City Manager Lenz discussed the Hopkins Academy scheduled for Thursday, April 5-26, 2018. The board and commission recruitment process would be part of the Hopkins Academy. Board and commission applicant interviews are scheduled for May 8, 2018. Ms. Lenz discussed the Volunteer Committee Recognition event scheduled for Thursday, May 24 at Hopkins Center for the Arts. Council iPads will be ordered and training is to be scheduled. City Manager Mornson provided the following updates: • City Manager Mornson discussed the meeting with the Hopkins Raspberry Festival Board regarding events. Council reviewed the fees that the City Police and Public Works Departments incur for festivals. • City Manager Mornson will be attending the CARE Graduation and Humphrey's Award ceremony. • Council is invited to the Police Department Banquet. • The Fire Department Banquet is February 24. • The National League of Cities conference is March 10-14. • The December 12 Council Work Session has been cancelled. • City Manager Mornson discussed his vacation schedule. • Discussion of Hopkins home valuations. • Discussion of ideas to honor Minnetonka Mayor Schneider's retirement. City Council: • Council Member Halverson commented that this week the Minnehaha Creek Watershed District is sending the Request For Qualifications to developers for the Cold Storage property. • Council Member Kuznia commented that he had reached out to a citizen but has not heard back. • Council Member Kuznia will be Santa at the City of Minnetonka Breakfast with Santa event. • Mayor Cummings met with a citizen who has started up programs for youth and would like the city, civic organizations and businesses take over the programs and he also expressed concerns about the condition of the basketball courts at Cottageville Park. Staff would follow up regarding the basketball courts. • Mayor Cummings discussed an empowering young women community meeting on December 12 at the Plymouth Public Library. • Mayor Cummings discussed a National League of Cities leadership opportunity application. The theme of the application would be how to integrate various diverse communities into one community. • Mayor Cummings has been appointed Co-Chair of the Regional Council of Mayors for 2 years. • Update on the TwinWest Chamber of Commerce meeting. • MAC meeting is on Thursday, December 7. • Mayor Cummings will be meeting with Representative Youakim. • Schools and Community in Partnership presentation is on Wednesday, December 6. • Cooking with Friends is on Monday, December 11. • Discussion about adding City Council and Mayor Communications to the City Council agenda. Council will continue to discuss further.
