Minutes of the December 19, 2017 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 19, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, December 19, 2017 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Community Development Coordinator Beekman, Finance Director Bishop, Director of Planning and Development Elverum, Assistant City Manager Lenz and Public Works Director Stadler. ADOPT AGENDA Motion by Campbell. Second by Gadd. Motion to Adopt Agenda as presented. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. CONSENT AGENDA Motion by Kuznia. Second by Halverson. Motion to Approve the Consent Agenda. 1. Minutes of the December 5, 2017 City Council Regular Meeting Proceedings 2. Minutes of the December 5, 2017 City Council Work Session following Regular Meeting Proceedings 3. Renewal of General Liability and Property Insurance and Authorize Not Waiving of the Statutory Tort Liability Coverage on League of Minnesota Insurance Trust Policy; (CR2017-144) Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PUBLIC HEARING V.1. Second Street South Right-of-Way Vacation; (2017-145) Public Works Director Stadler discussed the staff report regarding the vacation of the nd 2 Street South right-of-way. Mr. Stadler gave an overview of the area and explained that there is no continuing public need for the street since the roadway no longer th connects to 8 Avenue due to the Artery project changes. The vacation grants rights to Hopkins Plaza Apartments for parking and access. Maintenance would no longer be the responsibility of the City. Mr. Stadler explained the conditions of the vacation that include an easement for drainage, utilities and public sidewalk that would limit what can be done to the property. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 19, 2017 Mayor Cummings opened the public hearing at 7:07 pm. No residents came forward to address the Council. Motion by Halverson. Second by Campbell. Motion to close the Public Hearing at 7:07 pm. Ayes: Halverson, Kuznia, Cummings, Campbell, Gadd. Nays: None. Motion carried. Motion by Kuznia. Second by Gadd. Motion to adopt Resolution 2017-090, approving the first reading of Ordinance 2017-1128 vacating a segment of Second Street South. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. ANNOUNCEMENTS  City Hall Offices closed on Monday, December 25, 2017 and Monday, January 1, 2018. Mayor Cummings wished everyone a happy holiday season and safe New Year.  Next City Council Meeting is Tuesday, January 2, 2018.  The State of City is January 25, 2018 at Hopkins Center for the Arts.  City Manager Mornson thanked the City Council, staff and community as the City continues to move forward in 2018. Mr. Mornson recognized the involvement of Council and staff for their community service. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Campbell, second by Gadd, the meeting was unanimously adjourned at 7:10 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
