Minutes of the December 19, 2017 City Council Work Session following Regular Meeting ProceedingsMINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, December 19, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, December 19, 2017 at 7:12 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Community Development Coordinator Beekman, Director of Planning and Development Elverum, Assistant City Manager Lenz and Public Works Director Stadler. Community Development Community Development Coordinator Beekman gave an overview of the City of Hopkins Wish Book, a list of items that are city-supported projects, easily maintained and at a range of price points. The Wish Book would be available online and distributed to civic groups. The Wish Book could be updated as needed. Council suggestions for the Wish Book can be directed to Ms. Beekman. There was Council discussion regarding the public art process, multiple installations and recognition of donors. Ms. Beekman discussed the Public Art Committee and commented that Peace Poles could have multiple sites if funded. Staff would continue to review ways to recognize donors and Ms. Beekman commented that plaques are a great way to give credit to donors and show community support. Community Development Coordinator Beekman discussed the Think Hopkins Marketing Plan. Ms. Beekman gave an overview of the marketing strategy goals and priorities for 2018. Ms. Beekman discussed the Think Hopkins 365 social media campaign that is scheduled to begin in January. Community members, business owners and one City Council Member would commit to two posts per month using a hashtag. The campaign would increase the ability for businesses to share information, promote their business and events, build a database and improve communication. Ms. Beekman discussed other ideas to showcase Hopkins including media coverage, listing of festivals and events in major print and broadcast medias, expanding the Community Guide distribution and highlighting awards. Ms. Beekman commented that a budget and a sustainable funding mechanism are needed. Staff would be meeting with the Hopkins Business and Civic Association and business owners to build support, a forward strategy, funding and confirm staffing responsibilities. There was Council discussion regarding staff social media duties and feedback from the business community. Communications Coordinator Gorsen is responsible for social media updates and Community Development Coordinator Beekman manages Think Hopkins. Ms. Beekman commented that there is enthusiasm for the social media campaign. Council Member Campbell volunteered to post for the Think Hopkins 365 social media campaign. Staff will keep the Council updated. Ms. Beekman gave update on grant funding. A grant was awarded by Hennepin County to fund marketing for the ArtSpace project. Hennepin County awarded the Minnehaha Creek Watershed District $500,000 towards the demolition of the Cold Storage building. Ms. Elverum commented that the Request for Qualifications for the Cold Storage site was sent out December 18 and there is developer excitement about the project. There was discussion regarding doing the demolition in phases to keep the Blake Road project moving forward. There was discussion about the streetlights and lighting along Mainstreet. Mr. Stadler th commented that a repair was needed to the streetlight controllers on 11 Avenue South. City Council:  Council Member Gadd commented that the SWLRT bid due date has been extended to May 3.  There was discussion about the Goal Setting meeting.  Mayor Cummings gave an update on the meetings and presentations she attended.  Mayor Cummings gave an update on the Regional Council of Mayors meeting.  Mayor Cummings discussed the change for the Habitat for Humanity model that includes fixing up homes and renting them out. City Manager Mornson provided the following updates:  Discussion of the recognition of retiring Minnetonka Mayor Schneider.  Overview of the January 2 agenda items.  2018 meeting schedule changes include Tuesday June 12 and Monday June 18.  Re-elected Council Members and Mayor will be sworn in on January 2, 2018.  Discussion of the Tackle Public Finance event in February.  Council iPads will be ready at the January 2, 2018 Council meeting.  State of the City event discussion.
