APPROVE COOPERATIVE AGREEMENT
HENNEPIN COUNTY BIKEWAY COST PARTICIPATION POLICY
Proposed Action
Staff recommends the following motion: Adopt Resolution 2018-007, Approving
Cooperative Agreement No. PW 21-01-17 with Hennepin County.
Overview
As a part of the 2017 Street and Utility Improvements a new trail extension was constructed
from the Nine Mile Creek trailhead to 11th Avenue South. The trail extends along 9th Avenue
South from Westbrooke Way to 7th Street South, and then along 7th Street South to 11th
Avenue South, see the attached exhibit. This extension completed a connection that the Three
Rivers Park District has been planning since construction of the Nine Mile Creek Regional
Trailway began in 2012.
To help with trail construction costs, city staff applied for funds available through Hennepin
County’s bikeway cost participation policy. The application was approved and the city has
become eligible for $100,000. The attached cooperative agreement specifies the terms and
conditions for receiving the funding; this agreement has been reviewed by the City Attorney
and City Engineer.

RESOLUTION NO. 2018-007
RESOLUTION APPROVING COOPERATIVE AGREEMENT
WITH HENNEPIN COUNTY FOR PARTICIPATION IN
HENNEPIN COUNTY BIKEWAY COST PARTICIPATION POLICY
WHEREAS, the City desires to fill a gap in the trail system between 11th Avenue South
and Valley Park, and
WHEREAS, City Project 2016-10 will reconstruct 7th Street South and 9th Avenue South
between 11th Avenue South and Valley Park, and
WHEREAS, as part of said project an off-street multi-use trail will be constructed along
7th Street South and 9th Avenue South to fill the trail gap, and
WHEREAS, the City submitted an application for funding through Hennepin County’s
bikeway cost participation policy which was approved, and
WHEREAS, a Cooperative Agreement between Hennepin County and the City is
necessary to define the responsibilities and costs of all parties,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins,
Minnesota:
The Mayor and City Manager are hereby authorized to enter into Cooperative Agreement No.
PW 21-01-17 with Hennepin County for the said project.
