WORK SESSION PROCEEDINGS

CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was

held on Tuesday, January 9, 2018 in the Raspberry Room at City Hall, 1010 1. St. S.,
Hopkins. Mayor Cummings called the meeting to order at 6:30 p.m. with Council
Members Campbell, Gadd, Halverson and Kuznia attending. Staff members present
included City Manager Mornson, Assistant City Manager Lenz, Director of Public Works
Stadler, Finance Director Bishop and Accountant Pearsall.
HIGHWAY 169 MOBILITY STUDY UPDATE
Director of Public Works Stadler introduced Adele Hall from SRF Consulting. Ms. Hall
provided an updated on the Highway 169 Mobility Project sharing information
specifically related to evaluating the potential for Bus Rapid Transit and MnPASS
Express Lanes in the Southwest Metro.
Two alternative routes were discussed, with one on I-394 and one on Highway 55. Both
alternatives would stop in downtown Hopkins. The two alternatives were evaluated in
the mobility study on the following criteria: improve access, mobility, ridership, return on
investment, supportive conditions and environment. Both alternatives satisfied the goals
but Highway 55 accomplished them slightly better.
CENTRAL PARK PRELIMINARY MASTER PLAN
Director of Public Works Stadler introduced Jeff Feulner from WSB & Associates.
Together they provided information about the Central Park Master Plan, including
elements of the plan, cost estimates, project funding and public input.
Public Works Director Stadler stated the goal is to fund the project with the Park
Improvement Fund and that the project is currently not in the Capital Improvement Plan.
The project would not take place until at least 2021, with funding being the key factor.
The only portion of the project happening in 2018 is the pickleball courts.
Mayor Cummings asked about the portion of the property owned by the school district.
Mayor Cummings suggested that the fitness nodes and interactive art could be included
in the City’s Wishbook.
FINANCIAL MANAGEMENT PLAN (FMP) UPDATE
Finance Director Bishop provided a presentation of the changes made to the FMP
during the 2018 budget cycle, as well as new initiatives and additions being considered.
Key changes are updating the equipment fund, updating salary and benefit projections,
and adding City Hall and Central Park.
Health care rate increases were discussed.
Council asked about next steps with City Hall. Assistant City Manager Lenz stated the
next step would be schematic design which would need to be done regardless of the
timeline of the project if we were to proceed. The cost of schematic design is estimated
at $22,500. Council would like to proceed with the schematic design process for City
Hall. Staff will return with an update this spring.

OTHER
The City Council shared updates about recent and upcoming meetings and events.
City Manager Mornson provided a copy of the draft State of the City script to Council.
Assistant City Manager Lenz provided a copy of the 2018 Race Equity proposed plan
and a survey to Council.
ADJOURNMENT
There being no further business to come before the City Council and upon a Motion by
Council Member Campbell, Second by Council Member Kuznia, the meeting was
unanimously adjourned at 9:17 p.m.
