MINUTES OFTHEHRA REGULARMEETING PROCEEDINGS TUESDAY, JANUARY2, 2018 CALLTOORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins Housing and Redevelopment Authority was held on Tuesday, January 2, 2018 at 7p.m. in the stCouncilChambersatCityHall, 1010 1 St. S., Hopkins. Mayor Cummings called the meeting to order with Commissioners Campbell, Halverson, Gadd and Kuznia attending. Also present were Executive Director Mornson and Assistant Executive Director Elverum. CONSENT AGENDA Motion by Kuznia. Second by Campbell. Motion to approve the Consent Agenda. 1. Approve minutes of the December 5, 2017, regular meeting 2. Approve disbursement through December 30, 2017 3. Schedule special HRA meeting for January 16, 2018 Ayes: 5. Nays: 0. Absent: 0. Motion carried. Mornson, Executive Director January 11, 2018 HRA Report 2018-01 PUBLIC HEARING APPROVAL OF HOPKINS HRA ANNUAL AND FIVE-YEAR ACTION PLANS Proposed Action Staff recommends approval of the following motion: Adopt Resolution 522 authorizing approval of PHA Annual Plan and the Five-Year Action Plan, and subsequent submission to HUD. Overview The objective of the Annual and Five-Year Action Plans is to describe the plans for capital projects over the next five years. The Plans detail the needs and the priorities for upcoming work and provide estimates for each. Federal regulations were published regarding the format and timeline for submission of these plans. The Department of Housing and Urban Development developed the template for all Housing Authorities to use for electronic submission of the Annual and the Five-Year Action Plans. We are to submit these plans and additional forms and paperwork following the approval by the HRA Board. Supporting Documentation Capital Fund Program—Five-Year Action Plan HUD 50075.2 HRA Resolution 522 Analysis What type of plan will the Hopkins HRA need to submit? The Hopkins HRA is required to submit both the updated Annual and Five-Year Action Plans each year. This year, we made slight changes to the plan from last year to reflect on work that we hope to complete in the next year. If we are funded by MHFA we plan to do a larger project that includes replacement of the existing exhaust and ventilation system. The Five-Year Action plan requires HUD review and approval, prior to the actual submission of the 2018 Capital Fund Plans. Alternatives The HRA Board of Commissioners has the following alternatives available for addressing this issue: Adopt Resolution 522 and approve the Annual and Five-Year Action Plans. Stacy Unowsky, Executive Director HOUSING ANDREDEVELOPMENT AUTHORITY INANDFORTHECITYOFHOPKINS Hennepin County, Minnesota RESOLUTION No. 522 RESOLUTION APPROVING THE HOPKINS HRA FIVE-YEAR PLAN AND ANNUAL AGENCY PLAN AUTHORIZING THE CHAIRMAN AND EXECUTIVE DIRECTOR TO EXECUTE THE CERTIFICATIONS NECESSARY FOR SUBMISSION TO HUD WHEREAS, the Housing and Redevelopment Authority In and For the City of Hopkins, Minnesota, (the “Authority”) operates a low rent public housing program; WHEREAS, the Authority, as a requirement of the Quality Housing and Work Responsibility Act of 1998, finds it necessary to implement a five-year agency plan and an annual agency plan; and, WHEREAS, the Authority has established a process to address the ongoing capital needs of Dow Towers and utilize the Capital Funds for these purposes and plan for possible projects over the next five years by developing the five-year plan. With approval of this motion, the HRA Board and the Executive Director will implement the proper planning and procurement process to utilize the estimated $65,000 the HRA will receive in 2018 Capital Funds from the U.S. Department of Housing and Urban Development. Overview The HRA was recently notified of the upcoming availability of the annual Capital Fund Program for 2018. This year the exact allocation has not yet been determined. We plan to utilize the funds to support the proposed work at Dow Towers in replacement of the existing exhaust and ventilation system. Primary Issues to Consider Why do we need to act? The guidance provided to the Hopkins HRA from the HUD field office indicates that a resolution accepting and authorizing the use of these funds is now required. Stacy Unowsky, Executive Director HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION No. 523 RESOLUTION AUTHORIZING ACCEPTANCE AND USE OF 2018 CAPITAL FUNDS WHEREAS, the Housing and Redevelopment Authority In and For the City of Hopkins, Minnesota, (the “Authority”) operates a Low Rent Public Housing Program; and, WHEREAS, the Authority and the Department of Housing and Urban Development will enter into a Capital Fund ACC Amendment for Fiscal Year 2018 for the purpose of carrying out capital activities at Dow Towers. NOW, THEREFORE, BE IT RESOLVED that the Authority Board of Commissioners hereby authorizes the Authority to accept an estimated amount of 65,000 in Capital Fund Program funding and authorizes the use of such funds.
