RESOLUTION NO: 2000-87
RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A CONDITIONAL USE PERMIT TO PERMIT
PARKING ON THE NORTH SIDE OF SECOND STREET N.E.
WHEREAS, an application for Conditional Use Permit CUP00-7 has been made by
Alliant Tech and CSM Investors II, Inc.;
WHEREAS, the procedural history of the application is as follows:
1. That an application for a conditional use permit was made by Alliant
Techsystems Inc. and CSM Investors II, Inc., on November 6, 2000;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed
and published notice, held a public hearing on the application and
reviewed such application on November 28, 2000: all persons present
were given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered; and
4. A legal description of the subject property is as follows:
Lots 1, 2, 22, 23, and 24, Block 1; and Lots 1 and 2 except the west
25 feet thereof; and the east half or that part of Lot 3, lying east of
the west 25 feet thereof; and Lots 23 and 24 except the easterly 25
feet thereof; Block 2, Stevens Oakwood Park.
NOW, THEREFORE, BE IT RESOLVED that the application for Conditional Use
Permit CUP00-7 is hereby approved based on the following Findings of Fact:
1. That the parking area is allowed in a residential zoning district; and
2. That the parking area meets the requirements for a conditional use permit.
BE IT FURTHER RESOLVED that application for Conditional Use Permit CUP00-7 is
hereby recommended for approval based on the following conditions:
1. A landscaping plan shall be submitted and approved by staff for the north side of
the subject prope~ty that abuts residential lots. The applicant shall provide a copy
of this landscape plan to the owners of these properties for their review and
comment;
2. That if, at a future date, the majority of the owners of the abutting residential lots
indicate that a fence is needed, the owner of the parking lot will construct a fence
in accordance with a plan acceptable to staff; and
3. That the existing landscaping is to remain and be maintained in a neat and
presentable manner, and the hard surface area will not be expanded; and
4. Usage of the building must be in conformance with the existing parking, unless
additional off-street parking is added as per zoning requirements.
