RESOLUTION No. 2000-64
RESOLUTION REGARDING
REGIONAL TRAIL CROSSING ON
EXCELSIOR BOULEVARD
WHEREAS, the Southwest LRT regional trail has been improved to include asphalt paving and
trailside amenities and is used by many Hopkins residents, families, and children of all ages, and
WHEREAS, trail use will soon increase with the upcoming completion of the Hutchinson Spur
Trail improvements, and
WHEREAS, although the existing Excelsior Boulevard at-grade crossing just east of the Depot
Coffeehouse trailhead area is signed and marked to comply with trail crossing standards, it is extremely
challenging to safely cross at this uncontrolled location, and
WHEREAS, this trailhead area at the confluence of two major regional trails should have a safer,
controlled crossing or a grade-separated crossing.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY
OF HOPKINS DOES HEREBY REQUEST that the Suburban Hennepin Regional Park District, in
coordination with the City of Hopkins and Hennepin County Transportation:
1. Investigate whether a safer short-term alternative Excelsior Boulevard crossing exists that could be
made available this year.
2. Develop a permanent crossing improvement, preferably a grade separated crossing, in conjunction
with the SuperValu redevelopment plans in this area.
