Approve Final Plans and Order Bids – Blake Road Improvements, City Project 2013-06; Stanley February 5, 2018 Council Report 2018-026 APPROVE FINAL PLANS AND ORDER BIDS BLAKE ROAD IMPROVEMENTS CITY PROJECT 2013-06 Proposed Action Staff recommends the following motion: adopt Resolution 2018-016, Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids, Blake Road Improvements, City Project 2013-06. Overview At its May 17, 2016 meeting, the Hopkins City Council directed the Blake Road project to proceed and authorized the preparation of final plans and specifications. The final plans are substantially complete, staff now asks the council to approve these plans and authorize advertisement for bids. The road will remain a two-lane section with on-road bike lanes south of Boyce Street. A sidewalk will be added on the west side of the roadway from the southern city limits to the Blake School entrance, and a trail will extend from the school entrance to Excelsior Boulevard. Between Excelsior Boulevard and TH 7 road will be rebuilt as a four-lane divided roadway with a multi- use trail on both sides of Blake Road. An additional left turn lanes are proposed at Excelsior Boulevard and TH 7 to mitigate traffic queuing. Left and right turn lanes are provided as needed along the length of the corridor. Signalized intersection control will remain where it currently exists. Marked pedestrian crossings away from fully controlled intersections are proposed at high pedestrian traffic locations. It is recommended that at these crossings that pedestrian actuated flashing beacons be installed, which have been found to have a positive affect for pedestrians. Traffic lanes through the corridor are recommended to be narrowed to 10.8-feet in width, which is considered the minimum able to accommodate a bus or truck. Boulevard space to accommodate landscaping, hardscape treatments, and street lighting will be created to enhance a more pedestrian and bicycle friendly environment. Proposed street improvements include full reconstruction of streets and new curb and gutter throughout the project area. Water main is proposed to be replaced throughout the project area. All water services will be replaced from the main to the property line. Sanitary sewer improvements include the removal and replacement of the main, manholes and service lines to the property line. Some segments are also proposed to rehabilitated via trenchless means, such as new pipe beneath Minnehaha Creek. Proposed storm sewer improvements include removal and replacement of the storm sewer main, addition of storm sewer inlets to reduce water ponding in the street and improvements to reduce sediment accumulation. Public Input Extensive public engagement was done in during the preliminary design phase of this project. A Community Advisory Committee (CAC) of area residents and business owners was created to inform the landscaping improvements and corridor aesthetics. A public informational meeting was held shortly after final design began to provide information on various project improvements and elements. A public informational meeting will be held this spring in advance of construction to provide specifics regarding the planned work and schedule. Council Report 2018-026 Page 3 Right-of-Way Negotiation for easements and right-of-way is ongoing. Fortunately, we have been able to come to terms with several owners, some have signed and we are awaiting signature on several others. That being said, at this time staff is recommending authorization to condemn any remaining parcels that are needed for the project. This will not halt the negotiation process and staff believes that most will be resolved without proceeding to condemnation. Construction Coordination and Phasing The project is planned to be completed over a 2-year span, beginning this spring and completing the fall of 2019. Generally, the eastern half of the road will be reconstructed in 2018, along with the majority of city utilities and storm sewer. In 2019, the remaining road work, which will be primarily on the west side of Blake Road, is scheduled to be completed. There are several other projects and issues that affected the design and phasing. Through coordination we are attempting to accommodate and minimize inconveniences for area residents, businesses and the travelling public. The following are projects and challenges that have been addressed to coordinate with the Blake Road Improvements, MNDOT TH 7 Pavement Rehabilitation Project, 2018 Street and Utility Improvements, MCES L27 Lift Station and Force Main Project, Rehabilitation of the Blake Road Bridge, SWLRT Project, and the Cold Storage Site redevelopment. Project Budget and Costs The estimate for this project, which includes contingency (5%), legal, administrative, and engineering for all the work totals to $16,803,700. Estimates have largely remained consistent since final design began. Costs eligible for reimbursement through the Municipal State Aid (MSA) program will be submitted. It is currently estimated that about $3,180,000 of the city’s total will be eligible for reimbursement. The city continues to search for other sources to help offset costs and currently has applications into Hennepin County for Roadside Enhancement Participation Policy (REPP) funding and MNDOT’s Local Road Improvement Program (LRIP). CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2018-016 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS BLAKE ROAD (CSAH 20) IMPROVEMENTS CITY PROJECT 2013-06 WHEREAS, pursuant to a resolution of the City Council adopted the 19th day of May 2016, plans and specifications were developed for improvements along Blake Road (CSAH 20) including pavement, curbing, sidewalk, trail, bridge, signal, lighting, signage, drainage, water, sanitary sewer and landscaping improvements and all necessary appurtenances, and WHEREAS, plans and specifications for City Project No. 2013-06 have been prepared by WSB & Associates, Inc., and have been presented to Council for approval, and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins, Minnesota: 1. Such plans and specification, a copy of which are attached hereto and made a part hereof; are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 a.m., on the 6th day of March, 2018, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and award of contract at the March 20, 2018 meeting in the Council Chambers.
