AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
MONDAY, FEBRUARY 5, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Monday, February 5, 2018 at 8:38 p.m. in the Council Chambers at City Hall,
1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson,
Community Development Coordinator Beekman, City Clerk Domeier, Director of
Planning and Development Elverum and Assistant City Manager Lenz.
Community Development
Community Development Coordinator Beekman gave an update on Community
Development Block Grant (CDBG) program. Hennepin County has consolidated the
application and allocation process. Public service providers will now apply directly with
Hennepin County. Hennepin County has set up the application scoring procedure and
each city would have a representative to score the applications. Ms. Beekman has
informed the Hopkins service providers of the new process. There was discussion about
impacts and past allocations to Hopkins service providers. Ms. Beekman commented
that Hopkins allocated 15% of CDBG funds in the past to Hopkins service providers.
There was discussion about the application process and timeframe. Ms. Beekman
commented that some of the details still need to be finalized by Hennepin County.
Administration
City Manager Mornson and Director of Planning and Development Elverum discussed a
communication from a Hopkins business owner regarding licensing fees and
requirements. There was Council discussion about the fee structure for other license
holders and in other area cities. City Clerk Domeier discussed the past concessions that
the city has given to the business owner. Ms. Domeier could investigate the fee
structure for other cities and update the Council. Council consensus was not to make
any additional changes to the licensing fees at this time.
City Council:
• Council Member Gadd discussed the Met Council Advisory Board.
• Council Member Halverson heard many compliments about Hopkins while
volunteering for the Super Bowl.
• Discussion of snow removal concerns and compliments.
• Discussion of 8th Avenue lighting.
• Mayor Cummings discussed recent and upcoming meetings and conferences.
• Mayor Cummings is attending the Memory Café opening at the Hopkins Library.
• Mayor Cummings will participate in the Vulcan Victory Parade in St. Paul.
• Caring Youth Awards is on February 22 at the Minnetonka Community Center.
• Mayors Cumming applied and was accepted for the National League of Cities
Leaders Lab
City Manager Mornson provided the following updates:
• Discussion of Council Committee assignments
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Campbell, seconded by Kuznia the meeting was unanimously adjourned at 9:13 p.m.
