01-23-2017 CITY OF HOPKINS PARK BOARD MEETING MINUTES January 23, 2017 A regular meeting of the Hopkins Park Board was held on January 23, 2017. I. CALL TO ORDER Caroline Rinker, Park Board Chair called the meeting to order at 6:30 pm. II. ROLL CALL Present were Park Board members: Caroline Rinker, Kyle Kaczmarek, Laura Cooper and Fozia Ali. Absent was Libby Goeman. Also present were Steve Stadler, PW Director/Park Board City staff liaison and Ann Davy, City of Minnetonka Recreation Programming Division Manager. III. APPROVAL OF MINUTES Minutes for the December 19, 2016 Park Board Meeting: Kyle Kaczmarek made a motion to approve the minutes, seconded by Fozia Ali. The motion • passed with a 4-0 vote. IV. BUSINESS A.Park Board Action Items &Updates 1.) Shady Oak Beach 2017 fee recommendation& monument sign project Ann Davy presented this item to the Park Board. She highlighted the beach revenues and expenses from the 2016 season and season pass sales and attendance figures for the past eight years. There has not been an increase in the seasonal pass rate since 2008. Further, Ann explained that under the proposed 2017 season pass fee structure single purchase season passes would increase from $12 to $13for pre-season purchases. However,there would be a break for families purchasing season passes. In 2017, families with 3-6 household members would pay slightly less than in 2016. Non-resident fees would remain unchanged for 2017. After some discussion, Laura Cooper made a motion to recommend approval of the proposed 2017 beach season pass fee structure, seconded by Kyle Kaczmarek. The motion passed with a 4-0 vote. Ann Davy also presented information about a 2017 project to enhance the beach's entrance from Shady Oak Road, which is envisioned to include an electronic message monument sign. A City of Minnetonka sign ordinance variance may be needed for the monument sign. The Minnetonka • Park Board would like a couple members of the Hopkins Park Board to provide input and assist - 2 - in completing this project. Kyle Kaczmarek and Caroline Rinker volunteered to represent the Hopkins Park Board on this project. 2.) Burnes Park Improvement Project Stadler gave an update on the project and distributed the latest site plans and construction cost details. 3.) Hopkins Pavilion Upgrade Project Stadler reported that there is now a$1 million funding commitment from the Hopkins Youth Hockey Association(HYHA)toward the facility upgrade. There may also be funding participation via the Hopkins School District but that is still to be determined. Stadler reviewed the funding status to-date, which includes $600,000 from the Park Capital Improvement fund in 2018 for the Central Park warming house replacement. There was some discussion about the project and a possible phase II project to upgrade the outdoor ice rinks per the concept plans developed during the Park System Reinvestment Plan work. B. Off-leash Dog Park-update Stadler stated that he had sent an email with concept plans of an off-leash dog park area at the Hopkins landfill site to the City's MPCA contact and is still awaiting a response. The Park Board discussed this and was in agreement that after the landfill option is fully vetted, a decision needs to be made whether or • not the Park Board supports providing an off-leash dog park within the city. C.Other Topics of Interest There was a question about the type &extent of City employee park maintenance. Stadler explained the turf, athletic fields, litter control and other maintenance activities in the parks. D.Park Area Assignment Report— Kyle Kaczmarek: Hilltop Park, Shady Oak Beach, Shady Oak Nature Area, Minnehaha Creek Preserve—NTR Fozia Ali: Cottageville Park, Oakes Park, Maetzold Field, Hiawatha Oaks—NTR. Caroline Rinker: Interlachen Park, Burnes Park, Harley Hopkins Park—NTR Libby Goeman: Buffer Park, Park Valley Playground,Valley Park Laura Cooper: Downtown Park, Elmo Park, Central Park—Laura mentioned that the lights appeared to not be working in Downtown Park+ she asked about a remnant play equipment section at Elmo Park. Stadler will get an answer on both concerns. • - 3 - • V. NEXT SCHEDULED MEETINGS: The next regular Park Board Meeting is 6:30 pm on February 27, the fourth Monday of February, due to the President's Day Holiday which falls on the third Monday. VI.
