PARK BOARD MEETING MINUTES
September 25, 2017
A regular meeting of the Hopkins Park Board was held on September 25, 2017.
I. CALL TO ORDER
Caroline Rinker, Park Board Chair called the meeting to order at 6:30 pm.
II. ROLL CALL
Present were Park Board members: Kyle Kaczmarek, Mohamed Warsame, Emma Figgins, Caroline
Rinker and Laura Cooper (now Laura Santiago). Also present was Steve Stadler, PW Director/Park
Board City staff liaison, and Jeff Feulner, WSB& Assoc.
III. APPROVAL OF MINUTES
Minutes for the August 28, 2017 Park Board Meeting:
Kyle Kaczmarek made a motion to approve the minutes, seconded by Emma Figgins. The motion
• passed with a 5-0 vote.
IV. BUSINESS
A. Central Park planning
Jeff Feulner, WSB presented two Central Park schematic master plan concepts. Jeff led a discussion
that covered the existing park layout and features;the proposed high, medium and low priority park
features that the Park Board had previously selected; and the two proposed concept plans. Jeffs
presentation included PowerPoint slides showing examples of various elements, including fitness nodes
and interactive art. The Park Board discussed the concept plans at length. A revised concept plan
incorporating the comments will be presented& discussed at the next Park Board meeting. (The
attached WSB memorandum documents the Park Board comments regarding the two concept plans and
is included as a supplement to these minutes)
B. Park Board Action Items &Updates
Burnes Park Improvement Project: Stadler provided an update as follows:

- Delivery of structural wood for the splash pavilion and picnic shelter has been delayed by the
manufacturer which will cause a delay in project completion. The beams and other wood
• members are expected in early October.

- Still hoping to be able to open the playground area to the public while other project work is •
underway if there's a safe way to do it.
- Most of the exterior concrete plaza areas, including the splash pad area, have been poured.
- We need good weather until mid-November at least to allow for the site work to continue this
fall, i.e. landscape plantings &new play court.
2018 Hopkins Pavilion Upgrade: design work continues, with bidding expected in the
November/December 2017 timeframe.
Upcoming Park projects: 1)play court maintenance work has been completed at Burnes Park tennis
courts, Oakes Park tennis courts, Cottageville Park basketball court, Valley Park basketball court. to be
done this fall/next spring as schedule permits—awaiting contractor schedule, 2)Elmo Park playground
upgrade plans sent to Brentwood Apartment management for review/comment(reduced size 2-5 play
area only+play court upgrade, 3) October 5 public meeting to present options for Park Valley
Playground new play equipment and receive neighborhood feedback, 4) Continued planning for Central
Park Pickleball courts in conjunction with Central Park master planning, may reduce the number of
courts from six to five to stay within project budget.
C. Park fund working capital report
No report this month.
D. 2018 Meeting Calendar

The Park Board decided on the following alternative meeting dates, due to holiday conflicts:

E. Other topics of interest- Stadler reported that he has discussed the upcoming splash pad hours of
operation with the Zion Lutheran church staff. The church has requested that the splash pad not
open on Sundays before 12:00 noon. There would simply be no way to reasonably prevent park
users from using the parking lot on Sunday morning and conflicting with Zion's parking needs.
The Park Board concurred with the later opening time on Sundays. Stadler also mentioned that he
is attempting to get a plan together with Xcel Energy to relocate underground the existing
overhead electrical lines just north of the Pavilion.
F. Park Area Assignment Report—
Kyle Kaczmarek: Hilltop Park, Shady Oak Beach, Shady Oak Nature Area, Minnehaha Creek
Preserve—nothing to report(NTR).
Emma Figgins: Cottageville Park, Oakes Park, Maetzold Field, Hiawatha Oaks—graffiti at
Maetzold Field—NTR

Mohamed Warsame: Buffer Park, Park Valley Playground, Valley Park— NTR
Laura Cooper: Downtown Park, Elmo Park, Central Park—there continues to be an
apparent lighting problem at Downtown Park.
V. NEXT SCHEDULED MEETINGS:
The next regular Park Board Meeting is 6:30 pm on Monday, October 23. Stadler proposed to do a park
system tour during the October meeting. A 5:30 pm start will be planned for the next meeting.
