02-20-2018 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 20, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, February 20, 2018 at 7:01 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Director of Planning and Development Elverum, Fire Chief Specken and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS 111.1. Update on the 20th Annual Empty Bowls Fundraiser Mayor Cummings congratulated Ms. Tarrah Palm and ResourceWest for being awarded HBCA Non-Profit of the Year. Empty Bowls representative Tarrah Palm gave an overview of the 20th annual Empty Bowls event on Tuesday, March 13 at the Hopkins Center for the Arts. All proceeds benefit the ICA Food Shelf and ResourceWest. Volunteer and donation opportunities are still available. Mayor Cummings thanked Ms. Palm and Empty Bowls for this great community engagement opportunity. Ms. Palm commented that the community has helped raise $1 .1 million over the last 20 years. 111.2. Hopkins Fire Department 2017 Annual Report Fire Chief Specken gave an overview of the Hopkins Fire Department 2017 Annual Report. Chief Specken discussed call statistics, fire incidents, fire loss by property, mutual aid and the Chemical Assessment Team (CAT). The Hopkins Fire Department average response time is 4.2 minutes. The Fire Department continues to provide many hours of public education opportunities. Chief Specken reviewed the 2018 goals including recruitment and retention efforts, updates to the Emergency Operations Plan, training and mentoring of members to take Command Staff Positions and the addition of mental health and PTSD programs. The Annual Report is available at City Hall, the Fire Department and the Hopkins Library. There was Council discussion about the cause of structure fires and the Park Nicollet programs. Chief Specken commented that kitchen fires are the most common cause of fires. The Fire Department and Park Nicollet continue to collaborate on the Post- HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 20, 2018 Hospital Discharge Visit Program and are exploring a partnership on Growing Through Grief, a school support program. Chief Specken will keep the Council updated. Chief Specken discussed the health and wellness initiatives for fire fighters. Mayor Cummings thanked Chief Specken for his leadership. Approving Resolution 2018-022 Declaring the Official Intent of the City of Hopkins to Reimburse Certain Expenditures from the Proceeds of Equipment Certificates to be Issued by the City Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. John Kuhl, Hopkins Fastpitch Association (HFA) Board President, came forward and gave an overview of the softball program. Visit www.hopkinsfastpitch.com for registration information. Public Works Director Stadler commented that the Central Park ballfields could accommodate HFA. PUBLIC HEARING V.1. 2018 Community Development Block Grant (CDBG) Program; Director of Planning and Development Elverum discussed the Community Development Block Grant (CDBG) program. The City of Hopkins is eligible to receive an estimated $137,000 to support community needs. Fifteen percent of the allocation is set aside for social service programming. New this year, the social service activities will be awarded through Hennepin County. The balance of the CDBG funds will be used for the Housing Rehabilitation Program. There was discussion about the Housing Rehabilitation Program. Ms. Elverum commented that there are two families on the wait list and applications are available at City Hall and Hennepin County. The program is promoted through City publications and at the Home Remodeling Fair. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 20, 2018 Mayor Cummings opened the public hearing at 7:34 pm. No residents came forward to address the Council. Motion by Kuznia. Second by Campbell. Motion to close the Public Hearing at 7:34 p.m. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Campbell. Second by Kuznia. Motion to Approve Resolution 2018- 015, Resolution Approving Proposed Use of 2018 Urban Hennepin County Community Development Block Grant Program Funds and Authorizing Execution of Subrecipient Agreement with Hennepin County. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. ANNOUNCEMENTS • Annual Empty Bowls Fundraiser for Hunger at the Hopkins Center for the Arts, 1111 Mainstreet: Tuesday, March 13, 2018 11 a.m. to 7 p.m. • World's Shortest St. Patrick's Day Parade from the American Legion to Hopkins Elks Lodge #2221 : Saturday, March 17 2:00 to 3:00 p.m. • Garden Plot registration begins March 6.
