Minutes of the March 6, 2018 City Council Work Session following Regular Meeting Proceedings MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, March 6, 2018 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, March 6, 2018 at 8:06 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Assistant City Manager Lenz and Public Works Director Stadler. Public Works Public Works Director Stadler gave an update on the drop-off organic recycling program. Program information will be sent to residents in March and will be available on the city website. Mr. Stadler commented on the good bid results for the Blake Road project. There was discussion about the new LED street lighting. Xcel energy has been responsive to resident concerns and has reoriented some of the lights. The Pavilion construction project is ready to begin. The Central Park pickleball courts are out for bids. Mr. Stadler discussed the recent snow event. Public Works staff continues to pick up and remove snow. There were multiple snow emergency notifications sent resulting in less than 50 vehicles towed. City Council:  Council Member Campbell, Kuznia and Halverson discussed the Blake Road Watershed work group meeting. Additional follow up was needed with the potential developers. There was discussion about the meeting schedule and selection timeline.  Council Member Gadd commented that the SWLRT Corridor Management Committee meeting is March 28.  Council Member Halverson discussed the SWLRT Subcommittee meeting.  Discussion of Purple Heart City designation and proclamation. Council consensus was to proceed with the proclamation.  Mayor Cummings discussed recent and upcoming meetings and conferences.  Mayor Cummings commented that Edco Products would be receiving the Governor’s Manufacturer of the Year Award in April. City Manager Mornson provided the following updates:  Discussion of the Comp Plan community profile.  Joint Meeting with the Comp Plan Steering Committee is March 20, 5 p.m.  Discussion of the Hopkins Academy agenda.  Discussion of the fall League of Cities conference.  Discussion of the bingo policy and restrictions.
