ADJOURNMENT ____________________________________________________ CITY OF HOPKINS PARK BOARD MEETING MINUTES February 26, 2018 A regular meeting of the Hopkins Park Board was held on February 26, 2018. I. CALL TO ORDER Kyle Kaczmarek, Park Board Vice-Chair called the meeting to order at 6:30 pm. II. ROLL CALL Present were Park Board members: Emma Figgins, Kyle Kaczmarek and Carolyn Rinker (Carolyn was present via telephone conference call). Also present was Steve Stadler, PW Director/Park Board City staff liaison. Absent were members Laura Santiago and Mohamed Warsame. III. APPROVAL OF MINUTES Minutes for the November 27, 2017 Park Board Meeting: Caroline Rinker made a motion to approve the minutes, seconded by Emma Figgins. The motion passed with a 3-0 vote. IV. BUSINESS A. Park Board Action Items & Updates - Shady Oak Beach Inflatables – Kelly O’Dea, Minnetonka Recreation Services Director and Michelle Gerstner, Minnetonka Recreation Services Aquatic and Adaptive Programs Manager presented information on the proposed new inflatables to be used this next season at the beach, including: o Cost = $25,000, City of Hopkins share = $8,300 o It has not been decided yet if there’ll be a user fee for patrons o The inflatables will be installed to be a looped course that could be timed o Life jackets will be required and will be issued to users o The inflatables course will be within a separate roped-off area of the beach o Up to 2 additional life guards will be assigned to the inflatables area o The inflatable equipment will be disassembled each night/reassembled each morning o The equipment is similar to what’s being successfully used at St. Louis Park and New Prague aquatic centers o All agreed that this new amenity will likely spur renewed interest in the beach and especially for the younger patrons that aren’t comfortable using the dive platforms - 2 - - Burnes Park Improvements – under construction, will be completed in spring, 2018. The goal is to have the splash pad, pavilion and sport court available to the public by Memorial Day. - 2018 Hopkins Pavilion Upgrade/Central Park warming house – contracts have been awarded and construction is set to begin within a week. Schedule is for construction completion by Sept 10, 2018. - Elmo Park, Park Valley Playground, Central Park Pickleball courts – these are still planned 2018 park improvements. Brief discussion and review of the 90% design plans for the Pickleball courts. The Pickleball players group from the Hopkins Activity Center have also reviewed/commented on the design plans. The plan is to have some reserved court time for this group’s regular and well-attended play schedule. Bid opening is anticipated for March 21. Total project budget is $300,000. Recent contractor bids for City of Minnetonka Pickleball 8-court project for Lone Lake Park came in a bit high but it is thought that Minnetonka will find the additional funds and have the courts built this year. - Consider discontinuing the Memorial Tree program. This program has not been popular with just one tree planted since it began in 2003. Trees planted in the parks are not sturdy, reliable or long lasting memorials for a wide variety of reasons. After brief discussion Emma Figgins made a motion to discontinue the program, seconded by Caroline Rinker. The motion passed with a 3-0 vote. B. Central Park planning The Board agreed to table further review/discussion of this item to a future meeting. C. Park fund working capital report Steve Stadler provided a copy of a revised report showing all projected park facility, play equipment or play court repair and replacement needs through year 2035. The report also included bonding in the amount of $1.2M in year 2020 for Central Park improvements and projected park dedication fee revenue from the Cold Storage site redevelopment and the projected Creekview Apartments redevelopment. Given continued franchise fee revenue and depending on the actual amount of park dedication fees from the Cold Storage site redevelopment, the park capital improvement fund (fund 301) will go into the red in the 2026 – 2029 timeframe. The Park Board will review the revised program and proposed park projects, with an emphasis on each member’s park assignment and provide input at the next meeting. D. Other topics of interest - it was mentioned that positive feedback was given during the City’s Comprehensive Plan update meetings regarding the vast improvements made to Cottageville Park over the past three years. E. Park Area Assignment Report – Kyle Kaczmarek: Hilltop Park, Shady Oak Beach, Shady Oak Nature Area, Minnehaha Creek Preserve – nothing to report (NTR). - 3 - Emma Figgins: Cottageville Park, Oakes Park, Maetzold Field, Hiawatha Oaks – graffiti at Maetzold Field – NTR Caroline Rinker: Interlachen Park, Burnes Park, Harley Hopkins Park – skating continues at Interlachen Park rinks Mohamed Warsame: Buffer Park, Park Valley Playground, Valley Park – Absent. Laura Santiago: Downtown Park, Elmo Park, Central Park – there is one light out near the parking lot at Downtown Park. – Absent. V. NEXT SCHEDULED MEETINGS: The next regular Park Board Meeting is 6:30 pm on Monday, March 26, 2018. VI. ADJOURNMENT Emma Figgins moved to adjourn the meeting, seconded by Carline Rinker. The motion passed 3-0.
