Approval of Schematic Design, Authorize Design Development and Preparation of Construction
Documents for City Hall.
Proposed Action.
Staff recommends adoption of the following motions: Move that Council approves Schematic
Design for City Hall.
Move that Council authorize Design Development and Preparation of Construction Documents
for City Hall.
Overview:
In 2017, the City hired Wold Architects and Engineers to do a facility assessment for City Hall.
Council reviewed the initial results of the facility assessment at the November 2017 work session
and authorized staff to move forward with Schematic Design. At the April 2018 work session,
Council reviewed the results of Schematic Design and at the May 2018 work session Council
reviewed the financial impact of the project on the City’s financial management plan. Finance
Director Bishop has recommended the City use franchise fees to pay for the project.
If authorized, Wold would complete design development and prepare construction documents
over the next few months and bidding would take place in November 2018. The project would
commence at the beginning of 2019 and be completed by November 2019.
Primary Issues to Consider:
Attached is a copy of the final schematic design for the project from Wold Architects.
Wold has proposed a 7.5% fee on construction costs to complete all phases of design
through construction documents, bidding and construction administration. Reimbursable
expenses would be in addition to the fixed fee and are estimated to be approximately
$6,800.
The project is largely a remodel of existing space, there is a minor addition of 667 sq. ft.
for a small vestibule to make the front of the building more prominent and reduce
confusion with the police department entrance.
The scope of the project is not finalized; however, the motion tonight includes design
development for the whole project scope including the additional projects Council has
previously discussed.
Supporting Information:
City Hall was originally dedicated in 1964 and some areas of the building were renovated
in 1989. Over the past 29 years, there have been fundamental changes in how the City
operates; the biggest changes are due to technology (computers; and modern internet
started in 1990). We have also made major efforts to go paperless, which have created
large vacant areas that are unusable in their current capacity. The City also has needs for
additional conference rooms and a wellness (mother’s room) space.
The City Hall project does not include the police portion of the building. The police area
was renovated in 2005 following the completion of the fire hall.
The project will be completed during an odd election year to have as minimal impact as
possible to residents (there are three elections in 2020 versus one in 2019).
City Hall will remain open during the project; Staff will communicate more about how to
access services closer to the start of the project.
