DETACHMENT AND ANNEXATION WITH ST. LOUIS PARK
Proposed Action: Staff recommends the following motions:
• Adopt Resolution 2018-053 Requesting Concurrent Detachment from Saint Louis Park and
Annexation to Hopkins of Certain Lands
• Adopt Resolution 2018-054 Requesting Concurrent Detachment from Hopkins and
Annexation to Saint Louis Park Of Certain Lands
Overview
At the February 5, 2018 Hopkins City Council meeting, action was taken to approve detachment
and annexation with the City of St. Louis Park to alter the municipal boundary along Trunk
Highway 7 and Blake Road. After approval by the cities, it was determined there was a minor
inaccuracy in the legal description of the land swap. This second detachment and annexation
action will correct the inaccuracy, which affects approximately 371 square feet of area. St. Louis
Park is agreeable to this solution and has this item scheduled for action later this month.

Alternatives
1. Approve the proposed concurrent detachments and annexations. By approving the
proposed concurrent detachments and annexations, the subject properties will be swapped
between Hopkins and St. Louis Park.
2. Deny the proposed concurrent detachments and annexations. By denying the proposed
concurrent detachments and annexations, the subject properties will remain in their current
cities resulting in significant complications for the Blake Road reconstruction project. If the
City Council considers this alternative, findings will have to be identified that support this
alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION NO. 2018-053
RESOLUTION REQUESTING CONCURRENT DETACHMENT FROM
SAINT LOUIS PARK AND ANNEXATION TO HOPKINS OF CERTAIN LANDS
PURSUANT TO MINNESOTA STATUTES SECTION 414.061
WHEREAS, the real property legally described on Exhibit A attached hereto and
depicted on Exhibit B attached hereto is presently located within the city of Saint Louis Park (the
“Property”); and
WHEREAS, the Property consists of approximately 106 square feet (0.00243343 acres)
and abuts the municipal boundary that separates the city of Hopkins and the city of Saint Louis
Park; and
WHEREAS, the portion of the municipal boundary that the Property abuts was recently
adjusted through a separate concurrent detachment and annexation proceeding (MBAU Docket
D-586/A-8126) which was ordered by the chief administrative law judge on March 23, 2018; and
WHEREAS, due to certain technical errors in the property description submitted by the
cities in MBAU Docket D-586/A-8126, both the city of Hopkins and the city of Saint Louis Park
desire to again modify their respective municipal boundary by detaching the Property from the
city of Saint Louis Park and attaching the Property to the city of Hopkins; and
WHEREAS, Minnesota Statutes, section 414.061 authorizes two municipalities to adopt
and submit to the chief administrative law judge resolutions from each describing land abutting
their shared boundary and stating their desire to concurrently detach the land from one
municipality and annex the land to the other.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The city of Hopkins desires and requests that the chief administrative law judge of the
State Office of Administrative Hearings, Municipal Boundary Adjustment Unit
concurrently detach the Property from the city of Saint Louis Park and annex the same to
the city of Hopkins at the earliest possible date.
2. The City Clerk is hereby directed to coordinate the submission of this Resolution to the
chief administrative law judge of the State Office of Administrative Hearings, Municipal
Boundary Adjustments for the purposes set forth herein.
