Work S sslon Minut s October 19,1 A City Council work session was held on Tuesday. October 19.1999 in the Coundl Chambers after the regular City Counc~ meeting. The mee~tlng was called to order by Mayor Chuck Redepenning at 8:10 p.m. All four Coundl members were in attendar~oe. as was City Manager Steve Mielke. Trafllc ©orresrn, Park Valisy The first Item of discussion was a question from Coundl member Johnson who had discussed a traffic concern in the Park Valley neighborhood with Dick Christlansen, a resident o-f the area. The concern was for cut~hrough traffic into the residential neighborhood from 11th Avenue and/or the Opus area. The question from Couru:il member Johnson was whether or not a traffic study could be started to analyre the conditlons in the area. CourxS member Jensen relayed her concern about traffic on 11th Avenue and congestlon at the inter~sectlon of Westbrooke Way. Visib~ity is also a concern. Mielke stated that because of the E~coelsior Boulevard reconstruction there is a lost of traffic avoiding Shady Oak Road and E~a~elabr Boulevard by using Smetana Road and 11th Avenue as a aitemative route. Mielke indicated that a study was conducted o-f these issues a number oaf years ago. and that he would pull that out and discuss it with the public works department prbr to further discussions with the City CourxS. Nuisance complaints, Koss Patnts CouncN member Ma~cwell asked about the status of nuisance complaints at Koss faints. Mielke stated that this sits has been a habitual problem and that the inspecflion deparhnent is and has been wrltlng orders for cleanup. but that a pemnanent adutlon has nat been found bo prev~errt suture vblatbns. He indkated that staff ~ planning a discussbn with the CourxS about alternative means of handling nuisance oompiaints, and that it may be possible under the coning ordinance to require ac;neeninglfendng of the Koss Pairs work area as a way o-f hiding the storage and work areas on site. Mielke indicated that he would update the Counc~ on this issue after checking with the City Cyerk. Miellae concurred and indicated that staff has been contacted by a business Weer the Gams Yawing site inquiring about a possible purchase ofi the site. D~ussion was then held regarding other properties in the area. and the need to be vigNant about nuisarroe and property oorrditions in and around this indusdi~d area. Mlelke stated that he e~cpected additional nuisance related actions in the area based upon probable complaints about the conditions oaf other P~~• Ta1dnB of properly. Mr. Capone stated that the position of the oourriy with regard to the taking aF his properly fior County Road 3 e~cpansbn was riot going well. and that the two partles were significantly apart in value. Maxwell indicated that Capone had said that the dty is at fault fior the disparity in price. Dtscuroion was held by the Coundl regarding this comment with questions as to wtre~ther the statement was factual. concerns about the lxidget for aoquisitlon. and whettrer or rrat the city should be invdved in negotiations. Miellae stated that he would arrange fior an update to the Coundl regarding the status of the acquisitions. There being no o~ttrer business CouncN member Hesch rrrsde a motion ~ dose the work session. The motion was seconded by Courrdl member Maxwell and was passed unanimously.
