Wo~ic S salon Minuet s Juno 15~ 18~ A City Council Work session was held on Tuesday. June 15.1999 in the Coundl _ Chambers after the regular City Coundl meeting. The meeting Was called to order by Mayor Redepenning at 9:25 p.m. All City Coundl members Were in attendance. as was City Manger Steve Mielke. Purpose of open aSenda w~oiic session The flrgt item of discussion was broright by Mayor Redepenning who reminded the Coundl that the purpose of the open agenda Work Nssion is to bring up items for oonsideratbn aver the next 1-2 Weeks and ~ get infom~ation on issues. Hennspln ParkslDspat Tralihsad The Second item of discussbn was an update on the Hopkins Depot and the Hennepin Parks proposal. Counc;q member Jensen asked for an update on this topic. City Manager Steve Mielke indicated that discussions have been held with Hennepin County oomrMsskmers repr~Nenting St. Louis Park and Hopidns. and also wlth representatives from Hennepin Parks and Metnopditan Counci. Plans are in the Works to hold a meeting within the next ivMO Weeks do get the bus way proposal on the table. Mielke indicated that Hennepin Parks has pulled their discussbn of the current proposal until such time as the bus way issue ~ further resolved. Therefore. no discusslm will be necessary at a future Park Board and Planning Commission meeting. until such flme as the issues are better deAned. N wspapsr ©olu~nn The next item was a question as do whether or rat it Would be appropriate to have a column in the newspaper with up-to-date inforrnatlson. It was the consensus of the Courd that staff Should prepare an outline of a potentlel Mayor or City Manager column and bring the proposal bads to a future Work sessbn. Abs's Rsstaurarrt The next item was a questlon with regard to Abe'S Restaurgnt and its temporary or pem~enent dosing. Mielke indicated that he Would verify any available information and update the Coundl. K~ Unit The next item was a question regarding the K-9 unit within the Folios Departrner~t. Questions r~etidved around a cost benefiit ofi having the progrem, and the Coundl indicated a desire to have more information about this program. pofientially asking for outside references as wall. VarlarN'ss City Manager Steve Mielke requested feedbsdc from the Coundl on the philosophy around variances, and it was agreed that an appropriate topic for th Planning ComrNssiort~ity Coundl joint mee-tlng Would be around the topic of variance phHssophy. Council member Hesch requested i shoWing a history of Wadc ~~ m~ 6/i1~19 F~eZ variances. CouncN member Maxwell asked fior IMormation about how other fawns look at and treat variances. Silt i~snce The newt item was a questlon by CouncN member Johnson about the silt ienoe on the Hennepin Parks trails. Mielke indicated that the sit f~er~oe could not betaken dawn until such time as the proJec~ and the banks along the trap were complete. HCA erommunlty us+s policy The r~ct item was brought by Cfluncil member Hesch asking about the Operatlons Board minutes with regard ~ community use policy. h was the consensus of the Court that those minutes should be reviewed as part of new weeps discussion about the policy and be addressed at that time.
