JOINT WORK SESSION MINUTES
October 8,1996
A joint work session o-f the City CounciVZoning & Planning Commission was held
October 8,1996, 7 p.m., in the Raspberry Room at Hopkins City Hall. Present were
Mayor Charles Redepenning, Commissioners Fran Hesch, Karen Jensen, Diane
Johnson, and Gene Maocwell, Zoning & Planning Chair Vl~illiam Schumacher, Zoning &
Planning Commissioners Dorothy Boon, Ridc Brausen, Randy Engel, Patrick Gleeson,
and Roger Gross. Also present were Planning & Economic Development Director
James IGerrigan, Planner Nancy Anderson, Economic Development Coof~dinator James
Hartshorn, and James Parsons, assistant to the city manager.
INTRODUCTION
The members o-f the City Council, Zoning & Planning Commission, and City staff
introduced themselves.
COMMUNICATION BETWEENNVITHIN GROUPS
Zoning & Planning Commission members requested that they receive the minutes of
their meetings earlier, and also asked to receive the mirn~tes ofi the HRA meetings and
work sessions.
CURRENTIFUTURE DEVELOPMENT ACTMTiES
Staff' reviewed the following de~relopment/redevelopment sites:
1. former ScfrNinn sib
2. Keefe property '
3. Pines Mobile Home Park
4. arts facility site
5. Hennepin Cownty Public Works site
6. Minneapolis Floral site
7, properly north oaf St. Therese facility
OtHERISSUES
60-Day Revlew Requirement:
StafF reviewed the 60-day review requirement with the group.
Training:
Training was discussed. Two sessions were proposed. The first, a Zoning S Planning
training session after a Z & P meeting, to which the City Council would be irnited, and
the second a visioning work session with the Council (probably some time in January).

John Shardlow was discussed as a facilitator for the training session and Kent Eklund
. ~ for the visioning session. •
CONCLUSION OF JOINT MEETING '
' Mayor Redepennirig concluded the joint meeting at 8:20 p.m., and the Zoning &
Planning Commissioners left the meeting. The Council continued the vrork session.
SIGN GRANT PROGRAM .
This item was continued from a Council meeting on August 20. Commissioner Maxwell
. moved, Mayor Redepenning seconded, to discontinue the program. Discussion
followed regarding the need for the program and whether it was accomplishing what it
' was originally intended to accomplish. After a brief discussion, the Council
unanimously voted to drop the program at this time. ~ '
The Council asked staff to inform the HBCA'that the Sign Grant Program would not be
' funded for 1997.
