02-13-96 WSVVORKSESSION MINUTES February 13,1996 7 p.m. ' A Council worksession was held on Tuesday, February 13,' 1996 in the Raspberry Room at Hopkins City Hall.- The meeting began at 7 p.m. Present were Mayor Redepenning and Council members Gene Maxwell, Fran Hesch, Karera Jensen and Diane Johnson. Also pre- sent were City s members Steve Mielke, Jim Kerrigan, Paul Steinman, and Captain Jim Liddy; and Jim Benshoof of Benshoaf & Associates. The meeting was called to order at 7 p.m. by Mayor Redepenning. -The first item of business was a presentation of the preliminary findings for the oentral~ business district parking and traffic study. Jim Benshoaf of Benshoaf & Associates made the presentation. He stated the purpose of the study was to look into the parking and traffic issues surrounding the develop- ment of the Suburban Chevrolet site developments including the cinema/restaurant project and the arts facility. Benshoof indicated that the intersections have sufficient capacity to handle the traffic as anticipated in the analysis. He also indicated that 11th Avenue from First Street South to Mainstreet should be ne-wiped to coincide with the County Road 3 im- provements along 11th Avenue and would include two north bound lanes and one south bound lane. At 11th Avenue and Mainstneet he indicated that 1.1 th Avenue northbound should have a right tum lane for the right lane traffic and lefit lane ,traffic wild have a left tum and straight through traffic. He also indicated that he would recommend signing the in- ~tersec~ion :'No tum•on,red" so as to provide for greater pedestrian safety. Benshoof also in- dicated that the parking lots and the capacity to handle both uses already existed and that there may be need to manage the parking lots with different times and different enforcement methods, but that capacity existed within the existing area. • The second item of business was a discussion of 11th Avenue improvements from First Street South to Mainstreet. City Manager Steve Mielke indicated that the current Capital Im- provements Plan suggested a widening of 11th Avenue from ~Mainstreet to First Street South to accommodate four lanes of traffic, two in each direction. Based upon the Benshoof analy- sis staff was recommending that the Council not proceed with a project which would widen 11th Avenue to add an additional traffic lane. The last item of business was a discussion of parking ramp security options. Jim Kerrigan • and Jim Liddy presented information regarding the cost and need for various types of in- creased security in the parking ramp. Prices ranged from $5,000 to $50,000 for equipment installation, depending on the type of security option selected. Jim Liddy reviewed the past two years experience in the ramp and indicated that the Police Departmerrt could not recom- mend increased security measures at this time.
