" A regular meeting of the Hopkins City Council was held on
January 3, 1995 in the Council' ~`~+~~r~rs of Hopkins City
Hall.
Present were Mayor Redepenninq, Couaci~~~~~rs Anderson,
Hesch, Krit$ler and Maxwell. Also present were staff
~~bers Mielke, Genellie, Harmeninq, Gessele and City
Attorney Jerre Miller.
I. CALL TO ORDER
Mayor Redepenninq called the meeting to order at 7:35 p.m.
• Mayor Redepenninq read an update on the pending lam suit
against Generation X. He also stated that he was appalled
at the L~inq. He asked the citizens of Hopkins to be
patient because the City is doing everything possible to
close the business.
II. OPEN AGENDA - PUBLIC CO1~II~lENTS/CONCERNS
John Chi~hA~, of the' Concerned Citisens group appeared
before Council to read a statement which also condemned the
bombing incident.
III. APPEARANCE

1. DOUG DAHLBERG - ASSESSMENT FOR SERER HOOKUP (Memo)
Mr. Dahlberg appeared before the Council ~ to object to
paying the interest charge on his hookup to the City
sanitary sever system.
CounciimP~+brr Hesch was concerned-over changing him for 34
years of interest when he had only •lived in the home for 16
years. She asked what kind of repercussions would occur if
Mr. Dahlb~rq paid only for the sixteen years he has owned
the home?
After further commaents and discussion Council directed staff
and the City Attorney to research the problem.

Staff recommended adoption of Ordinances No. 94748 ,and 94-
749 for first reading.
Mr. Genellie explained the charter procedures to the
Council.
Mayor Redepenning opened the public hearing at 8:27 p.m.
Hearing no comments Counci~~~+~her Maxwell moved and
Counci~ ~~+r~r Hesch seconded the motion .~to close the public
hearing at 8:.28' p.m. ~ ,
A poll of the vote was as follows: Councilmember Anderson,
Aye; CouncilmA~nb~r Hesch, Aye; Councii~~~~er Kritzler, Aye;
Council~~~her Maxwell, Aye; Mayor Redepenizing, Aye. The
motion carried unanimously.
After discussion Counci~~op~~-r Maxwell moved and
Councilmember Hesch seconded the motion to adopt Ordinances
94-748 and 94-749 for first reading.

VI. •NEW BUSINESS
a. CONSIDER ACTION - COI~REHBZiTSIVE PLAN CHANGE/ZONING
AMENDMENT - OPUS PROPERTY (Rpt. 95-08)
Staff recommended that the Council move to approve
Resolution 95-01 approving a Comprehensive Plan change from
high density residential to medium density residential and
Ordinance No. 94-752 for first reading which would resone
the property north of St. Therese~s from R-4 PUD to R-2.

Mr. Harmeninq went over the proposal with the Council and
discussed the need for the changes. Z ,& P approved the
proposed resolution unanimously.
Counci~~~~her Anderson moved and COUnci~~~r~r Maxwell
seconded the motion to approve Resolution 95-01 and
ordinance 94-752 for first reading. '

b. CONSIDER ACTION-•FOR FOUR-NAY STOP SIGN, BOYCE AND
INT~RLACHEN (Rpt. 95-03)
Staff recommended that the Council take no action concerning
an engfneer~ s' study for the installation of a four way stop
signs at the intersection of Boyce and Interlachen Roads.
Mr. Gessele disaussed the proposal with the Council.
• Mike Miller, a resident of Interlachen Park appeared before
Council to speak on b~h~lf of additional stop signs at the'
intersection of•Boyce and Interlachen roads.
After further discussion Council~~t+er Maxwell moved and
Counci~m~+~er Anderson seconded the motion to approve the
addition of two.'stop'signs making the intersection a•four
' way stop.

c. CONSIDER ACTION - RENAMING OF NESTBROORE NAY AND
OLD SETTLERS TRAIL (Rpt. 95-04)
'Staff recommended that the Council move to accept the
Meadowbrook Condominiums Board of Directors request to
change the name of Nestbrooke Nay to Meadow Creek Parkway
and the name of Old Settler's Trail to Meadow Court and to
instruct staff to prepare an ordinance for Council
consideration and to notify those affected by~this name
change of the date the City Council will consider the
ordinance.
,, Mr. Gessele discussed with the Council the advantages of
changing the names. He also stated that all concerned
, parties would be informed including the utility companies.

The Council was concerned over the reaction of the Post
Office and directed staff to discuss the proposal with them.
Mayor Redepenninq moved and Councilmember Krit~ler seconded
the motion to approve the name change.and order staff to
prepare an ordinance and inform the affected parties.

d. CONSIDER ACTION - AMEND SECTION 415 CITY CODE HOUSE
NUM$ERS (Rpt. 95-01)
Staff 'recommended that Council adopt for first reading
Ordinance No. 95-753 amending section 415 of the City Code.
Mr. Gessele gave a report on the need for house numbers
being mandatory with the numbers being visible from the
streets. The need for this action is the difficulty of
locating various homes and businesses in the City. The
Police• Department has stated that •when homes. are not
numbered it hampers them from responding when e~Argency
calls come in. This complaint would also include the fire
department.
He also explained the need for numbers on the garages or
back of the homes and businesses as some homes and
businesses do not face the street but do face the alley.
Counci~~~TMta~r Maxwell was concerned over the enforcement of
requiring•numbers on the back of buildings and homes.
After' further discussion Councf i ~~+~her Anderson moved and
Counci~~~~er Hesch seconded the motion to approve for first
•reading ordinance No. •95-753 omitting the requirement for
the back of homes and buildings.

Mr. Ganellie discussed with the Council the need for the
amendments. _ •
Counci~,~~,~-er ' Krft$ler was •concern~d over subdivision Z,
under 930.07. •He wanted assurance that all alarms would be
answered even if the false alarm charges had not been paid.•
The Council also was in favor of police and/or fi=e
'- departmants,befng allowed•to gain entrance into buildings to
turn off false alarms when owners could not. be reached.

VII.• REPORTS -COMMITTEES/COMMISSIONS
Council~A~har Anderson gave a sr+~+~Ary ' of the Zoning and
Planning Commission meeting.
Councilmember Hesch said that the Chemical Health Commission
is planning a brainstorming session on January 13, 1995 at
11:00 a.m. at the Hopkins High-school in the Aerobics room.
Alfreda Addis, 151 8th Avanue•North asked about the Head to
go out to Glen Lake to pay fines for cars being towed and
then returning to Hopkins to pick up your car. Sha asked
why you needed to pay in Glen Lake. She said this causes
additional costs of $10.00 for a cab both ways.
