The meeting was called to order ' at 7:00 p.m. 'Present were Mayor Redepenning and Councilmembers: Chuck Kritzler, ' Fran Hesch, and Gene Maxwell. Absent was Councilmember Anderson. Also present were City staff members Steve Mielke, Jim Gesselle, Tom Harmening, end Jim Iterri- gan. Consultants in attendance were: Dick Nowlin, ofi Doherty, Rumble and Butter Bob Dieke, of Bradley~arid Dieke; and Sam Lucido of Wendc and Associates. '. ' ~ . . 1. Dlscusslon -Seventh Street Land011 ' ' Staff and the consultants updated the City Council on activities that have taken place . in negotiations with the PCA since the last meeting with the Council on this topic. Pri- mary to the discussion was a change in philosophy at the agency wherein the City no longer is being required to make additional improvements to the landfill before we tum it over to the MPCA under the Landfill Cleanup Act. Now the City is being allowed to - simply tum it over to the agency with no additional work. In addition, the PCA has indi- - crated that they want to install an active gas extraction system on the landfill and absorb all of the costs associated with that action. Dick Knowlan reviewed some of the legal points involved with entering into an agreement with the PCA and stated that an option ' would be to reject fuming the landfill over to the PCA and make improvements our- selves. We also are in a position to negotiate on several points about the agreement. Council was updated on~the improvements involved with a landfill extraction system and concerns were expressed by the staff regarding the efficacy of such a system. 'Staff also informed the Council that the PCA and the City were preparing for public in- formation meetings with surrounding property owners to inform them of the current sta- tus of the landfill and potential remediation actions by the State. , Dlscusslon -Beard Development Project and an Update on the Negotiations Staff reviewed, with the Council, the various points included in the development agree- ment and received general direction from the Council on the negotiations. It is esti- mated that a development agreement could be, or will be very close to being, ' approvable by January 17 and the Council and staff reviewed the various points also- . dated with that potential. ' The final item on the agenda was a discussion of the Inspection Department. Due to .
