- Council worksession was held on February 14,1995. The meeting was called to or-
er at 7:00 p.m. in the Raspberry Room. Present v~ere Mayor Redepenning and Coun-
_ilmembers: Chuck iCritzler, and Fran Hesch. Absent were Counclmembers Anderson
and Maxwell. Also present were City staff members Steve Mielke, Tom Harmening, Ei-
leen Harvala, George Magdal, Dave Klocek, Tom Anderson and Craig Jordan.
I. Fire Department Hazardous Ma~rlals Response Team
Chief George Magdal and Assistant Chief Dave Klooek explained the City's bid to be-
come adesignated hazardous materials response team. They provided an overview of
the application and the responsibilities of the City, Fire Department, and State in carry-
ing out the duties of the response team if it was awarded to the City.
The Council discussed the merits of the proposal and complimented the Fire Depart-
mentfortheir leadership in this area. The Council agreed that it was the consensus of
the Council to support the application and asked that a resolution of support be pres-
ented at their next meeting.
2. Discussion of the Community Relations Position
Administrative Assistant for Community Relations, Eileen Harvala, reviewed a memo-
randum she prepared which reviewed.the job description for the'position and the activi-
ties that have occurred to date. Specific to the discussion was a request by staff to
receive feedback on the priorities of the Council in discussing the communications
needs of the City. The primary points identified by the Council to be highlighted by the
staff include a survey of the residents to determine the needs of residents and business
customers, providing more public recognition for accomplishments of the City, taking
steps to improve the image of the community, and emphasizing the need for two-way
communications.
3. Proposed changes to the housing code and rental registration programs
Community Development Director, Tom Harmening, reviewed for the Councl both top-
ics and chief building official, Tom Anderson, reviewed in detail the two ordinances and
the implications of their passage. Anderson pointed out that the housing code would
allow for greater regulation of aesthetics and building maintenance, where the current
code applies to minimum health and safety standards. The rental registration program
would expand the current program to incude more types of residential rental dwellings.
Specific concern was voiced about the staff time available to conduct these new pro-
grams and the Council requested a greater analysis of the staff and personnel needs

- necessary to adequately enforoe these ordinances. The Council also requested that
staff consider looking at other job duties of the housing and fire inspectors to allow for _
more time to allow for these programs.
. •- There tieing no further business a motion was made by Fran Hesch, seconded by ,
Chuck Kritzler~ to adjourn the meeting. The motion passes unanimously. The meeting
