.~ A regular meeting of the Hopkins City Council vas held on
May 2, 1995 fn the Council C~a~mt~ers of Hopkins City Hall.
Present were Nayor Redepenning, Counci~~~~~rs Anderson,
Hesch, R~it$ler and Maxwell. Also present were staff
~~~:xs Mielke, Genellie, Stadler, Kerrigan, T. Anderson,
Strachota and City Atirorney Jerre Miller.
I. CALL TO ORDER
Mayor Redepenninq called the meeting to order at 8:40 p.m.
Mayor Redepenninq and City Manager Mielke gave an update on
Generation X, announcing that it is closed.
II. OPEN AGENDA - PUBLIC COI~IIKENTS/CONCERNS
Mike Miller, 'Chairman of the Neighborhood Advisory Board,
thanked Mayor Redepennfng, Karsten ~lverum and Chief Earl
Johnson for the successful meeting of the "Avenues"
Neighborhood. He stated that it vas a wonderful evening with
great information for the neighborhoods.
III. PRESENTATION
Mayor~Redepenninq asked Counci~~~~~r Maxwell to read the
declaration declaring Wednesday May 3, 1995 Youth Day in
Hopkins.

Councilmember Krit$ler asked Mr. Stadler about Item No. 5.
Mr. Stadler stated that with the improvements to the
frontage road it would be a much safer intersection.

a. CONSIDER ACTION - JAYCEES 3.a BEER LICENSE
(Rpt. 95-58)
Staff recommended approval of the 3.a beer license for the
Hopkins Jaycees for Mainstreet Days with the condition that
no beer be served after 1x:30 p.m.
Counci~TMA~~~r Maxwell moved and Counci~~~~ber Hesch seconded
the motion to approve the 3.a beer license for the Hopkins
Jaycees.

CONDO (Rpt. 95-78)
Staff recommended that the Council adopt Resolution No. 95-
35 authorising the ax®cution of a development agreement
between the City and Meadowcreek Condominium contingent upon
successful expiration of the veto period.
Jim Kerrigan gave an update on the agreement and said that
only 4 vetoes had been received.

c. DISCUSSION ITEM - COP PROGRAM (Memo)
~~ Chief of Police, Earl Johnson, discussed with the Council
the grant for a police officer under the violent Crime
Control and Lav Enforcement Act. Chief Johnson requested
approval to hire an additional police officer under the
grant.
• d. CONSIDER ACTION - ZONING AMENDMENT - ADDIS' ORIENTED
USES (Rpt. 95-73)
Staff recommended that the Council approve Resolution No.
95-29 approving Ordinance No. 95-762 that mould amend
Sections 535, 520, 535 and 540 of the Zoning Ordinance and
Section 1165 of the City Code regarding ,adult-oriented
businesses for first reading. '

Staff recommended adoption of Resolution No. 95-30 approving
,Ordinance No. 95-760 for first reading that will resone the
area between 17th and 29th avenues, South of Mainstreet,
North of County Road 3, from R-2 Low Density M~iltiple Family
to R-iB, Single i~amily High Density.
Jim Kerrigan discussed with the Council the proposed
ordinance.

seconded the motion to adopt Resolution No. 95-30 approving
for first reading Ordinance No. 95-760.

Staff recommended approval of Resolution No. 95-31 for a CUP
permit to construct a Rapid Oil Change at 1124 Excelsior
Avenue East.
Zoning and Planning approved the request unanimously.

95-765 amending section 400 of the Hopkins City Code and
adopting the latest edition of the State Building Code.
Tom Anderson 'discussed with the Council the need for
upgrading section 400 of the City Code to bring it into
compliance with the State.

Krit8ler seconded the motion to approve Ordinance No. 95-765
for first reading.

Staff recommended that the Council approve for first reading
Ordinance No. 95-673 amending section 405 for the Hopkins
City Code and adopting the latest edition of the 1993 BOLA
National Property Maintenance Code.

seconded the motion to approve Ordinance No. 95-673 for
first reading.

CODE (Rpt. 95-71)
Staff recommended that the Council approve for first reading
Ordinance No. 95-763, amending section 405 of the Hopkins
City Code adopting the 1993 BOLA National Property
Maintenance Code.
Mr. Anderson went over the proposed changes and fees and
answered several questions that Council had. The Council
also suggested that everyone involved be informed of the
changes before the second reading.

seconded the motion to approve for first resting Ordinance
No. 95-763.

Staff recommended that the Council approve the amen~~Ants
regulating Pavilion operation.
Jay Strachota went over the amen~~~nt with the Council.
After further discussion Counci~~~r~r Hesch moved and
Councilmember Maxwell seconded the motion to approve the
amendment.

Staff recommended adoption Resolution No. 95-36 increasing
the Pavilion hourly ice rental and open skate rates

Mr. Strachota said that the rates have only increased once
in five years .

seconded the motion to adopt Resolution No. 95-36.

VI. REPORTS - COML~~lITTEES/COMirlISSIONS
Councilmember Hesch stated that the Commission had met with
the Hopkins ~aycee~s and that everyone cooperated extremely
well.
Counci~+~~r~r Kritslar~ stated that ha had attended the
Neighborhood Advisory Board meeting and that they are taking
a look at speed limits, vehicles blocking the road signs and
stop signs.
Mayor Redepenninq thanked the staff for all the work
• involved in putting on the reception for the numerous
volunteers.
