from the Consent Agenda.

A. CONSIDffit ACTION -PETITION-ORDINANCE ON OBatxuCTING DRIVENAYS
(CR95-a08)
Steve Mielke reported to the Council that a dispute has arisen betreen
neighbors at 330 and 334 15th Avenue North. A resident has requested a
fence permit to erect a fence betreen a com®on drive ray a~~-mss. The
request for a fence permit has brought to the attention of the
neighborhood near these properties the implications of placing a fence
betreen driverays rhich have been jointly used. That' have petitioned the
City to consider and adopt an ordinance rhich could disallaar a fence from
being placed in a situation such as the one described.

locking of driva`rays to the City Attorneys office for review and

Councilmembar Haxwall loved and Councilmaa~bar Anderson -~*^~nded a notion to
refer the proposed ordinance request on the blocking of driveways to the
City Attornay~s office for review and recaemendation. A poll of the vote

S TO PINES MOBILE HOLE PARK (CR95-ZOZ)
lam. Kerrigan relayed to the Council that the owner of the Pines Mobile Home
Park is, by court order, being required to ccm~plata certain imp is to
the property as required by local ordinance. In Hay, the City Council
aYPt~vad action extending the period for completion of these improvements
to December i, 1995. Staff requested that this period bs extended to give
Real Estate Equities sore time to address issues concerning a possibl
toNnhouse redevelopment project for the ~~o~erty.
Staff taco a motion to a~~.re the extension of the period to
co®plate the required improvements at the Pines l~Iobila Home Park in
accordance with Hennepin County District Court File 93050019 for a period
of 90 days following written notice to the property owner or Ana i, 1996,
.whichever comas first.
Councflmembar Anderson moved and Councilmembar Hasch seconded a lotion to
not seek an extension of tha period to coaplata the required improvements.

C. CONSIDER ACTION -ACCEPT FEASIBILITY REPORT AHD ORDER PUBLIC
HEARING, 1996 RESIDa<viiAL STREBT RECOH~i•KUCTIOH (CR95-a07)
Jim Gassala reviewed for Council that at its October 3, 1995 meeting a
feasibility study concerning possible reconstruction of streets in the
Campbell/Peaceful valley/Mestbrooka East neighborhoods was ordered and has
now been completed.
Staff recommended a motion to accept the feasibility report prepared by MSA
Consulting Engineers as ordered on October 3, 1995 and adopt Resolution 95-
106 ordering Public Hearing 1996 Residential Street improvements.
Stave Gatlin of MSA Consulting Engineers presented the feasibility report
to the Council.
Councilmembar Basch moved and Councilmember Ham®11 seconded a motion to
adopt Resolution 95-106 accepting the feasibility report and ordering a
public ~+-~rinq to be held on December 19, 1995. A poll of the vote was as
follows: Councilmember Anderson, Aye; Councilme:eber Basch, Aya;
Councilsember Krit$lar, Aye; Councilmesber Maxwell, Aye; Mayor Radapenninq,
Aye. The motion Nos carried unanimously.

concern that information about the Plan and the placement of its •ap~~~al
