I. CALL TO ORDER
Mayor R~edepenning called the meeting to order at 7:30 p.m.
II . OPBN AGEi~DA - PRRT.TC COTS/CONS`-S
Duffy Brea spoke before the Council and said he ras concerned
about the composition of the Hopkins 8ausi~ and Redevelopment
Authority. Mr. Brea felt that the Hpp~cins City Council members
should not also serve as me~ibars of the BRA.
City Attorney, Jerre Miller responded that the City Council has
served as the BRA since at least the early 70~s.
Sidney Blair Appeared before the Council and thanked the Council
_. for the Coffee rith the Council Which ras held on Saturday
morning. Ba also said he ras rorried about the loss of the
single family homes in the City.
City Manager Mielke responded that the Soninq and Planning
Coa^mission is looking at areas of the City that are currently
sonad multiple family for possible reaoning to a laver density.

Nas pointed out that the City is proposing to install curb and
gutter in this neighborhood.

Urban Hennepin County Corunity Development Block Grant Funds and
authorising its submittal to Hennepin County. '
Jim Kerrigan explained the background of this item.
Councilmember Maxxell asked a question concerning the Councils
ability to reallocate money once it has been allocated. He
`-ondered whether the money can be redistributed among the
approved items. 1~. Kerrigan answered that yes the Council has
the ability.
Mayor Radepenninq opened the public hearing at 8:19 p.m. Russ
Horsch of the YIKCI~I appeared to explain the Y ~ s request for finds .

Councilmember Anderson second the motion to close the public
hp~*~inq. The vote ras unanimous. The public hP~rinq closed at
8:ZZ p.m.
Councilmamber Rritaler spoke in favor of using the CDBG funds for
the Greater l~iinneapolis Day Care Center.
Councilmember Anderson moved and Councilmea~ber NaxNell seconded
the motion to adopt Resolution No.94-Z6 aYYS~vinq the ~i~a~iosed
program for 1994 Urban Hennepin County Cosm:unity Development
Block Grant Funds and authorising its submittal to Hennepin
County.

Jim Kerrigan explained the background of this item.
Nd Stiele, Hopkins Auto Body, made the case for having a single
a~~-$s to each parcel. Councilmember IDritsler rendered about the
ability to r~evelop this property if several parcels rare forced
to ~~*'e an access.
Tom Haraeninq explained that the Staff recommendations rare
consistent rith the County Road 3 study which proposed limiting
a~~--s to County Road 3. Hennepin County staff has also
indicated they Mill not grant access persits. Staff ras
therefore, trying to assure access through the easam nt
agreements.
Mayor Rsdepenninq asked if the County could be forced to grant
access. 1~'r. Has~meninq replied that the future land arners Mould
have to request access to their parcel. The County could still
decline it and the arner might have to litigate.
Cauncilmembar Anderson moved and Councilmember Naxrell s~sArAed
the motion to a~~va Resolution No. 94-Z5, eliminating Condition
#3.

Staff racoeme~nded adoption of the folloring motion: love to

14 10th Avenue South.
The Open Adult Day Care Center have moved to 34 10th Avenue
South. Their program requires adults using their facility to be
dropped off and picked up in front of their bnildinq. They could
like to ensure that this area remains open throughout the day for
this purpose.
Councilmember ~daxrell asked if everyone ras arare that the plan
included a proposal to cement the area in front of 34 - 10th
Avenue. Lee Gustafson explained that everyone ras arare of that
and that Open Circle Day care could be responsible for the cost
' of installing cement in this area.

container, $13.25 far each 60 gallon container and $15.50 for

publicising this inforaation.
Lae Gustafson vent over the rev refuse rates with the Council.
Staff vas requesting a prelisinary aw~•~.-al of refuse rates at
this ties so that citisans would know ghat the price of each
container would be priar to requesting a nave ~~iainar. A
resolution would ba brought before the Council in the future to
foraally adopt tbf-~ rates. Several Councilmembers had questions
about the isplasantation of the progras. They ware especially
concerned about individuals who choose one sire of container and
find that they have to get another sine. lam. Gustafson said they
would work with people to try to sake it as clear as possible
what each container would hold. ,They would definitely try to
discourage individuals free switching containers.
