A r gular meeting of the Hopkins City Council vas held on
April 5, 1994 in the Council Chamb rs of Hopkins City Hall.
Present rare Nayor Radepenning, Cauncilme~abers Anderson,
Hesch, ~C'ritsler and baxrell. Also present rare staff
mennbers bielke, Genellie, 8armening, Gustafson, lcerrigan
and City Attorney Jura biller.
I. CALL TO ORD$R
bayor Redepenninq called the meeting to order at 7:30 p.m.
II. OPffi~ AGffi~DA
John 8eritt, 229 9th Avenue North, appeared before Council
to request a tightening up of the property fence ordinances
stating that a fence had been built on his property. 8e
stated that the fence had been moved but the ~~aer
monuments had not been replaced. He also suggested that the
dog ordinances concerning barking dogs ba looked at. He said
he has a lot of dogs around him and they bark a lot.

Arard for services above and beyond the e~cpected. Toa~
Anderson, Chief Building Inspector, vas also present for the

Iv. PR$SENTATION
Terry bcNaughton, of the Hopkins Jaycee's, presented the
Council rith a schedule of the events that are planned for
bainstreet Days to be held on bay 13th and 14th.
Terry stated that she had met rich the Chemical Health
Commission and gone over the plans rith then. She said it
ras a very informative meeting rith a lot of good
suggestions that the Jaycee's could follo~r.

r.~asentative, said that it was an incredible meeting rith
a large turn out including Counselors frown the school and
represenatives of the Raspberry Festival.

public hearing at 8:03 p.m.

the lotion to adopt the ADA Transition Plan.

first reading. He also stated that the ordinance regarding
garage sales limits individuals from having more than tvo
sales a year Kith a limit of three days for each.

the installation of traffic signals at the intersection of
11th Avenue and 5th Street South and authoria• the interim

Councilmember l~nderson said that the need for an engin~rs
study vas not necessary as the City would put in stop signs
anyway.
Councilmember l~axvell agreed with Councilmsmber i~derson.
Duffy Brea, 6Z6 Park Valley Drive nest, said that this has
been a problem for a very long time and thanked the Council
for consideration of this problem.
Councilmember Kaxveil moved and Councilmember ~derson
seconded the motion to a~~.re installing peraanent all way
stops at the intersection.

award the Fire Station remodeling projection to Parkos
Construction, inc.

the Council. 8e also stated that a Wheel chair lift would bs
requested next year in order to be in compliance with the
~. This would be a regular budget item.
Cauncilmember 8ritsler moved and Councilmember ~r~derson

Staff recomeended adoption of the follo~rinq notion: Kove to
adopt Resolution No. 94-33 Mhich expressed support for the
goals and vision statement of the National Parenting
Association.

Cauncilnember Hesch stated that she is member of th
Pas ~~tinq Association of xinnesota and read a statement
concerning the need far such an ~yr.niaation.
Council~enber Hesch roved and Councilnember Anderson
seconded the notion to adapt Rte-elution No. 94-39.

d. DISC~TSSION: NOR~ITORI~ ON SOBDIVISIONS
lam. Kerrigan asked far direction froze the Council concerning
subdivisions. Ha stated that the Ordinance concerning
subdivisions needed to be looked at. 8e suggested that a
moratorium on subdivisions be imposed mile the ordinance is
being revised.

needed at this time. 1~. 8araeninq said that he would like
the Council to state the direction to staff Kith a formal
vote.
Counciimamber ~italer coved and Councilmember I~azvali
seconded the motion to direct staff to infors Soninq and
Planning of a possible moratorium and to look into the
Ordinance covering subdivision, for possible revisions.

IX. REPORTS - COB~II•ri•~s8/
Councilme~absr 8esch said she vas •:ccited about the Jaycee • s
and Raspberry Festival changing the wording of beer to
beverages thereby aliminatinq the reputation of the City of
Hopkins as a place for a bear bash during various festivals,
etc.
Councilmember Anderson said that he and Councilmembar Hesch
had mat with aightpeople at the Saturday morning Coffee. 8e
said that the majority of the people were concerned with
garage sale signs and would like to see then eliminated.
1~. ~[ielke e~cplained that the sign on 81~hvay #7 in St.
Louis Park stating "No Place to Go in Hopkins" vas a
promotion by Arby•s. That' will add the word Arby•s and fill
in the spaces in a week or so. 8e stated that the City had
received many calls about the sign.
8ayor Redapanninq asked the general public and the Council
to attend the parade to congratulate the Royals for their
outstanding performance in the recent State Basketball
tournament. The parade rill bs at 3:15 p.m. Thursday
afternoon with a short ceremony at the Clock Tower following
the parade.
