A Council 1~orksassion ass bald at the Hopkins Area Family Re-
source Canter.
The meeting ass called to order at 8 p.m. by Rayor Redapenning.
In attendance at the 1lorksession ass Mayor Redapanninq and Coun-
cilma®bers Hasch, ~1axNa11, Anderson and l~itslar. Also in
attendance sera staf f a~em4bers City l~anagar Stave Kielka, Dave
Teclaa, Farl Johnson, Heather Alan and Jim Liddy. The seven
members of the Chemical Health Comsission, Peterson, L~b~ib~e,
Alexander, Ralston, xaenan, 19rNai1 and ~LacDonaid Nara also in
attendance.
The first item of business Nas a joint meeting of the Che~aical
Health Co~ssion and City Council.
After introductions, Teclaa revie~red the Chemical Health
Coasaission's prior goals and objectives and introduced the
Council to a brochure Nhich indicated same proposed goals
and objectives for the Commission. TeclaN indicated that
the Commission Nas interested in the Council's f: ~hacac on
the goals and objectives and Nhether or not they Nero in
concert aith the Council's desires. In addition to the
stated goals Ralston asked Nhether or not additional re-
strictions on liquor licsnsas and the number of licenses
could bs enacted. 1Kielka indicated that it ass likely pos-
sible if ordinance changes Hera adapted and suggested that
the Chemical Health Commission consider and raco~mmend spe-
cific actions to the Council on those issues. Rhila no ac-
tion ass taken by the Council it Nas generally a consensus
that the stated nev goals and objectives asre in concert
Nfth the Council's desires.
The second item of business Nas a revise of the Police Department
budget and programs.
Chief Johnson, Heather Alex and Jim Liddy revieaad Kith the
Council the 1993 Annual Re~.~~l. and discussed issues con-
fronting the Police Department. Issues relative to the R9
patrol, com~unfcations and dispatching, and future legal
issues Nara considered. No action ass taken on this item.

The last its of business eras a discussion about the proposed
develop®ent on the Suburban Chevrolet property.
City Kanager Stave Kisike suggested that the City Council
acting as the ffitA, should consider a spacial mastinq of the
I~ on Septeaber 20 to call for a public infor~eation meeting
on October 4, also to bs held at an 8RA meeting. The Coun-
cil generally agreed and ~[ielke indicated that the staff
Mould take action to arrange for this spacial meeting.
A motion Nas made by Fran Hesch, seconded by Bob Anderson to ad-
journ the Council ~rorksession. The motion passed unanimously.
The meeting was adjourned at 10:35 p.m.
