A regular meeting of the Hopkins City Council was held on
Jhna 15, 1993 in the Council Chasbers of the Hopkins City
8a11.
Present were Mayor Berq, Councilae'bsrs Anderson, Shirley,
1Critaler and Radepanning. Also present ware staff mea~bsrs
Kielka, Ganellie, Harmeninq, Gustafson, l~arrigan, Gsssele,
Stei~ean and City Attorney Jerre Killer.

lrlayor Berg called the meeting to order at 7:30 p.a.

Councilaeaber Aadapanninq presented Mayor Barg and
Councflmaa~bsr Shirley plaques indicating the Citys

Hopkins.
Both Mayor Barg and Councilaembsr Shirley pYp*•essed their
thanks to the residents, staff and council far their support
and trust during their years of service to the City.
b. CHIEF EARL ~c~SON
Chief Earl Johnson honored David Teclaw, Crime Prevention.
Officer, for his dedication and service to the City. Nayor
Berg presented his with a plaque for being the Officer of
the Ysar for 1992. Mayor Barg also ,~~~4d the thanks of the
Council and Citisens for his e:ccallent perfor•eanca.

a. CONSID$R ACTION - CREATION OF TAX INCR~T DISTRICT
Staff racomsandad the adoption of the follo~rinq motion:
A~~~ove Resolution No. 93-51, adopting the document entitled
"Rodiffcation of Redevelopment Project No. i and Tax
Increment Financing Plan No. a-7 (Thesaot~~.h Inc. Project) "
dated one 1993.
Paul Steinman updated the Council on the need for creating
TIF District No. Z-7. Theraot~~h Inc. is proposing to expand
its existing manufacturing facility by adding an additional
50,000 square feet of manufacturing space. This expansion
requires improvements to Nina Kila Creek, As such,
construction is presently inhibited because the property is
bala~r the floodplain elevation. The proposed improvements
~rould remove a majority of this property froze the flood
plain, allavinq the development to take place.
After discussion Mayor Berg opened the Public Rparinq at
7:55 p.m.

Don Rosener, 618 Wiest Park Valley Drive, appeared before
Council to inquire if ~~+ had applied for TiF
financing. Ha also vas opposed to creating a TIF district in
the proposed area.
Mayor Barq stated that if the flood plain district is not
changed that nothing would aver e:cpand in the given area and
that ~~n„~, in all likelihood would mOVe to another
area.
Counciimember Radepanninq moved and Councilmember lcritslar
seconded the notion to close the public hearing at 8:10 p.m.

restricts on wild and or domesticate pats in the rooms.
Staff will consult with the Hopkins House to sae if the do
alloy pets in the room and research this issue.

Lee Gustafson went over the report with the Council
explaining the change. The change is with respect to
swit~~+inq the sidewalk location on Nashington Avenue North
between Nainstreet and ist Street Forth, to the east aids

the planting and maintenance of a garden plot in the
Nainstreet Piasa.
Adoption of this motion Mould allots the City to Mork Mith
the Lone Oak Garden Club in providing and maintaining a tan
foot by forty five foot f loMer bad in the current location
of the raised sod bad.
Councilmember elect Fran 8esch appeared before Council to
update them on the project. She stated that they Mould
begin with annual flowers for this year and a perennial
garden ne~ct year.
Councilmembsr Anderson moved and Councflmember Shirley
seconded the motion to approve the agreement Mith Lone Oak
Garden Club.

Jia ICsrrigan explained the background of the requested
report. Staff surveyed several other Cities on the
procedures used for their cbaritabla funding. All Cities
surveyed used a request fora siailar to the one Hopkins noN
uses. A ~~+~*'t sharing the aaounts and percentages donated by
the other cities shoNS that the City is in line Kith the
other listed cities.
After discussion the Council agreed to leave the procedures
status quo.
