Las Gustafson Kent over the terns of the agreement rith the Council. Mayor Redepenninq thanked all parties involved in the agreement and the great cooperation shorn by all. He said that the results create a rin/rin situation for everyone. Councilmeaber Anderson also e:~~essad his thanks to all of the people involved in the agreement. !~. and mss. Thermo}~ch is proposing to construct a 68,000 square foot addition to their building, located at 13x0 5th Street South. The nev addition rill be used for office, manufacturing and rarehouse areas. The addition Mill provide ~~:~+ vith Heade d space for expansion purposes. Tom Lundgren and Allan 1Cimbie t e~ asentinq ~~^~ appeared before Council shoving the proposed improvements to the building. After further discussion Councilmember Anderson moved and Councilmember Naxvell seconded the notion to a~~save Resolution No. 93-lei. The west half of 14th Avenue is in the process of being vacated for the abutting property owner. Tha east half is 33 fast vide. CONSIDffit ACTION - AMffiiiD c.JbcITIONAL IIS$ PERMIT HOLIDAY (Rpt. 93-187) Staff raca:omendad the following notion: Mona to adopt Resolution No. 93-iZ4 denying an amendment to Conditional IIsa Permit 9i-5 granted to Holiday Companies, which required closure of the northerly access on 11th Avenue one year after occupancy. Nancy Anderson gave an overview of the current situation. Councilmember Maxwell asked !~. Killer if he had a conf list of interest in that he owns a similar business? Mr. Millar said that he did not. Councilaa~nbar Hasch stated that she had observed the traffic on the particular entrance and felt that this vas not a hasard. Lea Gustafson stated that ha had grave concerns about people pulling out of the northerly exit into traffic. Mark Nelson and Mika Goraan reprasentinq Holiday Companies appeared before Council with plans to change the curb cut into an entrance only. They said by closing the access it would have a direct negative impact on the business. They also state that their business is open Z4 hours a day and a lot of the business is conducted during off traffic hours. Jim Jtiistus, Justus Luaber stated that he is fn favor of allowing the access to remain open. November a, 1993 Page 5 Sidney Blair, 5a5 Beat valley Drive, stated that the apeninq is a traffic and safety hasard and should ba eliminated. Councilmamber Anderson stated that he supported the Soninq and Planning recommendation for over all safety reasons. Councilmember Hesch stated that she felt that the entrance ~~~~ted no safety risk and felt that closing the opening would create sore of a problem rith the south exit. Sha also proposed a compromise which would allow the access to ba an ingress only. !~. ~Iielka stated the City policy was to discourage all potential dangerous driveways and this was no different than other requests. Councilmamber Anderson moved and Councilmamber Rritaler se-condad the motion to a~pi~.re Resolution Ho. 93-1a5 denying an ame~ndme~nt to the CQP. Open Circle Adult Day Cara provides adult day care for individuals in the western suburbs. Open Circle operated several years ago in the old Harley Hopkins ~^~i~ol. Presently Open Circle is located in Bdina. That' are proposing to move their operation to 34 Tenth Avenue South. The motion carried unanimously. h. CONSIDHS ACTION: SUBMIT PROFOSgD BUDGET !~'r. l~islke gave an overviear of the proposed budget. Ha also reminded the Council of a public ~~E~rinq to be held November 30, 1993 at 6:00 p.m. He also said that the t-~dgat could be discussed at the Norksassion on the 9th of November. 8a said that the Social Service requests would ba :,acrd on the 30th. Councilmamber Kazwell asked if organisations could still apply. ~. Mialka said yes if they hurried and got in the applications. 1~. Mial]ca stated that the refuse portion of utility bills would vary in price because charges could be changed based on the sisa of the refuse container. Ha said 30 gallon containers would ba issued upon requests from the residents rho do not Head the 90 gallon containers. r ~ November a, 1993 Page 7 Duffy Bran co l~ . P'QBLIC COTS/CON~-~~~8 Daffy Brea stated that he is circulating a petition regarding a referendum on the proposed Performing Arts Center. 8e gill submit it khan he has five hundred signatures. Hilliam Holdarness, Suburban Taxi, stated that Suburban could still honor the bid they submitted for the Bop-A- Ride service. ~. 8araeninq asked Suburban to submit another bid. 8a stated that Nancy Anderson could mail them the specifications. 8a also stated that another location had been ~~aad. REPORTS - CO~II~Q•1`1•J~JSS/C~ISSIQNS Councilmamber 8esch stated that the Chemical Health Coomnission Nill be holding a campaign from November lath thru November 19th rith red ribbons saying no to drugs. Mayor Redapanninq said that he had attended a police seminar ~ street survival. 8a said it Nas vary informative and thanked Chief Johnson for obtaining tickets for the members of the Council rho could attend. Counciimembar Hasch stated that she Hopkins could turn to a positive change.
