Hopkins City staff reported that they discussed with
Hennepin Parks personnel the possibility of construction of
trails on the existing He~nnapin County right of way
projected for future light rail transit routes.
Ona of the trails would folloM the right of way from 8th
l~vanua forth in Hopkins, past Zist l~vanue Borth and hook up
with Minnetonka~s trail systas. The other would start at
Highway 169 and follo~r County Road 3, connecting with trails
in Minnetonka and $den Prairie.
In s~-mot studies with Hennepin Parks they indicated they
say soon be getting a right of use persit froze BC~I. if
this happens, Hennepin Parks Mould than be able to work with
each city to construct teaporary regional trails in these
areas. HCSRR requires the trails to ba constructed out of
cr>>a~+Ad rock inst~~~ of bituMinous, alloyring then to ba
classified as tewporary trails and easily relocated if LRT
is constructed. Hennepin Parks, furtharaore, indicated they
Mould possibly fund the soea or all of the project. They
Mould also ~aaintain the trails, ~~n.ide enforce~aant and

it vas th consensus of the Council that the Mayor sand a

l~s part of th City~s Capital Iapravem nt Program, there has
' b• n typically $20,000 allocat d as th City~s share for the
upgrading of alleys. Staff would like to design a program
to upgrade 3 -~ alleys per year for the next 8 years. This
program would necessitate a ~/5 vote of the Council since
this would be iapro~wment initiated by the City rather than
the resident.
discussion indicated a among the Council that this
plan was perhaps too aggressive and that they Council Mould
prefer to see each allay considered on an as n~edad basis.
The staff is to review and bring specific alleys to the
Council for discussion one at a ties.

POLICY
Staff reported to Council that the City has an ordinance
requiring property arrears to perfars saint-r_~ce on
sidewalks adjacent to their property when they came into
disrepair. If an injury occurs on a sidewalk in disrepair,
the city is usually eased in the suit for not enforcing
their ordinance acid for not addressing a general nuisance.
Staff explained that a sidewalk repair policy is needed to
keep these sidewalks in repair. The policy Mould divide
the City into four repair cones. Bach none Mould bs
inspected once every four years to detersive which sidewalks
need repair. ~ policy Mould give neighborhoods advance
notice as to rhea their area was slated for iapacov+eaae~nts.
Property arvers Mould have the choice Qf repairing the
sidewalk themselves or having the city repair the and the
cost Mould then be assessed against the property.
