Counclmarbsr Chuck Radepenninq vas absent. Also present ware City staff mesbers: T'or $armeninq, Tor Anderson, Steve Mialke and lcerstan $lvarum. Council and staff toured the condosinium developrents lad by the property manager for Meadow Creek Condasiniums, Doug Strandneas and the property aanager for Nestbrooke Nest, Park and Morth, Marilyn Levarens. The property aanagars identif lad many of the areas that era in nod of ra~~ilitation including the garage/garbage collection areas, Nestbrooke Nay and Nestbrooke l~orth~s parking lots. Following the tour, the Council met with the property aanagers, association board marber• and various o:risers. Mayor Berg opened the seating by ~oviding background information relating to the scheduling of the tour and seating. Ha explained that the stabilisation of the Na•tbrooke neighborhood vas a priority of the Council and that the City had recently participated in a study of the r~~+~~ilitation financing options ~~.~arad by Springstsd, inc. From that study, a work plan ra• developed establishing a timeline for the coa^plation of the recos~endad activities. The Mayor then opened the a~aatinq for questions and counts from the audience. The folloaring are the concerns and com:ents of the meeting with the condorinium group: Questions were raised regarding traffic control if Nestbrooke Nay vas e:ctanded to Smetana. It vas thought that traffic could be controlled with stop signs and that it would be looked at by staff. Marilyn Leverens questioned if forth would actually save money going through the City~s bid process and asked about the timeline for the project. Staff informed her that it i• unknown how such (if any) money the association would save, and that it von~t be known until the bids era received this fall. Ma. Leveran$ had concerns that their insurance company would not be willing to wait until next spring to have the parking lot corplatad. one member of the audience said that the quality of the tenants who era ranting the condoriniuss has declined. Th problem being that soma owners do not care who they rent to ' ~.. f as long as they receive the rent. It ras also said that the _ quality of the tenants effects the number of orner- occupants. Many felt that the overall iaiaga of the Nastbrooka area nr~~~ to be improved although specific suggestions rare not mentioned. The meeting rith the condominium associations ras adjourned. Follorinq this meeting, the Council toured the Patio Home development, led by John Carr, Patio Horns Hoard Member. The Council looked at the garage door ~~~s~s, the patio decks and the condition of the interior roads. After the tour, the Council returned to the meeting rooaa and met rich tro of the Hoard Members of the Patio Homes and a variety of owners. The follorinq are tha caamants and questions raised at this meeting: John Carr, Board Member, opened by stating he ras disappointed in the attendance of the rest of the Patio Ham Hoard, but indicated that the lack of cooperation of the Board is a major problem rithin their organisation. 8e thanked the Council for their concern for the area. A Patio Hama owner asked if the City could sandata the installation of draft stops bstraan the units as that' mandated the ~riection of the failed garage door he~a~rs. Tbm Anderson, Building Inspector, indicated that ha ras unsure but could look into it. One Patio Some owner in attendance said that ha felt that the only ray to get any improvements made could ba for the City to do the imp is and assess the property orners as a vote to incur such expenses would never pass. One maaober of the audience indicated that when owners try to call their units the tro issues which come up are the landfill and the pa~rcaption that Msstbrooke is a high crime area. No one in attendance felt that crime is a major problaim and staff indicated that re could get state on the crime rata for the area. It ras also said that many ornars could like to sell their units, but to do so must coma to the closing table rith a significant amount of money to sake up the difference betraan their mortgage and the current purchase prices.
