The Hopkins City Council held a Morksession in the Raspberry
Rooam of Hopkins City Hall on Jtiuse 9, 1992 at 6:30 p.a.
Present Hera Mayor Berg; Councila~eabsrs; Chuck lCritaler,
Chuck Redepenninq, Bob i~nderson and Jia Shirley. Members of
the Strategic Planning Caaittee present were Mendell
Maddox, Betty Folliard, Pat Reuter, Harry Smith, Larry
Dowell, Fran Hesch, Gerald Blessar, and Dan Johnson.
Ma~mbers of the Planning Camssission present were David Day,
John Shtchison, Mike xinship, Naal Chapman, and Rick
Pavelka. l~liso present Mere City Staff: Steve Mielke, Paul
stienaan, Toe Harmeninq and Jim R.~rrigan.
The meeting began at 6:30 p. m. Mith sn overvieM by Mayor
Berg. He discussed agenda and the process to be used for
the aeetinq.
Next Nas a revieM of the strategic planning process used by
the ccsaittse. Toe 8araeninq reviewed the strategic
planning process.
Next Mas a review of the action plans. The first Mas the
discussion of business recruitxent and retention Mhich mras
done by Mendell 1~1~l~~". The second Mas the discussion of
the neighborhoods by Fran Hesch. Third Mas the discussion
of County Road 3 Mhich Mas reviewed by Betty Folliard.
Fourth Mas Mainstreet Mhfch Mas reviewed by Harry Smith and
five Mas the Citywide iaage by Dan Johnson.
There Mere a nuaber of questions and cosaaents of the draft
strategic plan by the Planning Coasission and Council and
also from: the audience.
The next itea Mas a response to the City Council frog the
Strategic Planning Comim~ittae c~ncsrninq the request for
input on the grocery store issues. Pat Reuter outlined the
response to the City Council. in essence, stating that the
study contained the a~~~priate guidance for the City
Council to use in making the decision. The Co~nittea
reco®endad that the Council read and study the plan and
understand it, that they take proposals and Meigh thea
against the entire plan including all five areas of the
-~ plan. lend, chile the Coasittee is reco®m:endir~ an anal sis
that the Council consider the monetary iaplications of ythat
so as to not lose opportunities ~hsn they are presented.

Berg than ravie~red the progress at the v~cksession and asked
for official feedback froaa the Council and others to the
Co~amnittae. This feedback is to bs done over the next 30 0
60 days. The City Council than discussed the 1992 - 1993
priorities. The Cfty tanager ~[ielke revisaed a draft
document for the Council. after review and discussion, th
Council asked that it be placed on the Council agenda for
official action.
