A regular meeting of the Hopkins City Council ras bald on
July ai, 199 in the City Council Chambers of the Hopkins
City Hall.
Present ~rere Mayor Barg, Councilmembers Anderson, Shirley,
xrit$lar and Redepanning. Also present ~rere staff members

adult businesses.
This action rill co®plete the process of establishing
licensing procedures for adult businesses.
lam. Ganallie discussed the ordinance and setting of fees
rith the Council. After discussion Councilmea~ber Shirley

(Rpt. 92-153)
Staff recosmended the follaarinq motion: love that the City
Council accept the County Road 3 Corridor Study Report as
prepared by Banshoof and Associates.
~. Gassale gave an ovarvia~r of the study. In December 1989
Council accepted findings in a Phase I study of County Road
3 from Blake Road to T. H. 169 and authorised staff Kith its
consultant to conduct an in-depth analysis of various
alternatives. Hennepin County entered into a cooperative
agreement ~rheraby county participation of 50~ of the study
costs eras assured. The study is Haar complete.
Jim Banshoof, Banshoof Associates, gave a r~~a~l, on the
findings. They found the roads to ba too narraar, the left
turns era bad, and theca is a high ratio of accidents on the
road.
1~. Banshoof suggested videninq the roads to 72 feat to
allo~r for turn lanes. In order to accomplish this the area
arauld need 100 feet to accasa~odates sidearalks, landscaping,
street lighting, etc. on both sides of the street.
1~. ~[ielke stated that the improvements `could make the road
much safer. Also that Kith traffic lights it Mould make it
much easier for the people Mho lived south of County Road #3
to gain access to the road.
After further discussion Councilmeambar Anderson m~ovad and
Counci~~r Shirley seconded the m~~otion to accept the
County Road 3 corridor study.

(d) DISCOSSIOH - SIDENALiC REPAIR ISSDES AID ~uri~IHG
The intent of the discussion vas to identify certain issues
that the Council may be confronted with during the public
~~~rinq for the sidewalk repair project. The main issue
will involve project funding.
~. Gustafson said that the staff feels that City should pay
100 of the costs of the repairs or none of the costs. 8e
also said that should the City pay 100 of the costs this
would not include Haar sidewalks. The present ordinance
required the homeowners to pay all of the cost.
Councilmember Anderson stated that because of the time
consumed it would be batter for the Cfty to pay for the
whole project.
Councilma®bar Redepenninq also agreed with lam. Anderson but
questioned where the moray would come from.
Councilmeaober Shirley asked about a Co-pay plan.
Councilmember ~it$ler asked the questioned where the money
would coma froaa. Ha said that in order to keep tay~s doom
the City can not really afford to pay the costs of th
sidewalk repairs.
l~iayor Berg, asked what the percentage of sidewalk owners is?
Ha was told about a5~ of the population is involved in the
renovations. He than questioned the fairness of paying for
the costs when it only involves one fourth of the Noma
Damara.
Councilme®ber Anderson moved that the City fix up the
sidewalks and pay for it. xotion died for a lack of a
second.
Councilmember Radepanninq moved that the Cfty go ahead and
make the repairs and charge 70$ to the h~!*~p~wners and that
the City pay 30$. The motion died for a lack of a second.
Councilmembar ~itsler raco~mmanded that the City hold to the
present policy and wait until the public h~~rinq to gat
input from the citisens.
(e) ORDffit PQBLIC HEARING - 199a SIDEi1ALIt REPAIR
(Rpt. 9a-15a)
Staff recommended the follaarinq motion: Move that the
Council adopt Resolution No. 9a-6a ordering a Public H~~*'fnq
on August 4, 199a concerning repair of public sidewalks.

Staff recomaended the folla~ring motion: Dove that the
Council accept the feasibility report as ordered on one a,
199a and that Resolution No. 9a-61 be adopted ordering a
public ~+~ ~*•inq On August 18, 199x.
~. Gessele discussed the proposed reconstruction plan with
the Council including the ties frame.
Nark Anderson, ~ Associates, Inc., presented the proposed
plan Mith the council. This Mould mean repairing the roads,
extending Nestbrooke Nay to Road, `rideninq
Nestbrooke Nay, adding a story surer and pondinq areas for
drainage.
Doug Strand, !leado~rcreek Condo Association, said that he had
a 65~ vote from: the Association members to make the
improvements and be assessed the costs over a 15 year
period. He stated that everyone tree in favor of the much
needed repairs.
Mayor Berg asked staff to inform the avners from 11th Avenue
to 9th Avenue of the proposal and public hearing.
After discussion Counci~ r Anderson coved and
Councilmember Shirley seconded the motion to approve
Resolution No. 9a-61 setting a date for a public hearing on
August 18, 199x.

Mayor Berg submitted the name of Dan Johnson for Soninq and
Planning.
Councilmember Redepennfnq moved and Councilmember Shirley

Plannnq.

lOc. Gustafson gave the Council a copy of the l~ainstreet
construction schedule from: 15th to t~tt~~y Oak including bus
detours. He also said the report would be in the paper. The
affected businesses have been fnforaed.
Councilmamsber Redepennfnq comrplimentad the Police Department
for the great job they did during the Raspberry Festival.
He also included all of the different departments that
contributed to the success of the festival. The entire
Council praised the City eaaployees for the fine job.
