Chambers on December 7, 1992.
Present Hare mayor Barg, Councilmambars p*±~Arson, Shirley,
xritsler and Redapenninq. Staff member present rare Mielka,
Ganallie and ~~,hedlar.
I. C1~I~ TO ORDBR
Mayor Berg called the meeting to order at 7:00 p.m.
Mayor Berg apologised to the public for the mix up in the
starting time. He said that the notices that rent out
stated that the aaetinq could start at 6:00 p.m. Se also
stated that the Council ras informed that the meeting could
start at 7:00 p.m.
Ha informed the public that the reason for the meeting ras
to consider the 1993 budget. The meeting is required under
State Lar.
Staff taco adoption of Resolution Ho. 92-108 adopting
the i99a tax levy and adopting the 1993 budget. Mayor Barg
explained that the General Fund budget can not ~y~~~d the
tax levy.
M~. Mielke stated that one gantlea~an ras extremely upset
over the misunderstanding on the time the meeting ras to ba
held. Ha said that ha ras questioned as to the legality of
the meeting being bald an hour late.
Mr. Mialka said it ras irregular but that the meeting could
continue.
Tom Green, a resident stated that ~tian you publish a time
you are bound to hold the meeting at that time.
Don Roasner stated that rhea he arrived no one ras at City
.Hall and the doors rare locked. Se also questioned the
Council as to rhethar they had mat before the designated
time. Sa stated that at soma meeting the public is not
ralcome.
Mayor Barg assured him that the City Council had not met
prior to 7:00 p.m. Ha stated that by lac all meetings era
open to the public rich a far exceptions. Other than City
Manager raviers or disciplinary action the City has not held
closed meetings.
The Council directed the City Cleric to contact the City
~ittornay regarding the legality of the meeting.

1. Childs Play Theater - 88Quast Nas for $1500, Staff
racom®andad $1000.
Allison Albrecht, Childs Play Theater Development Director,
thanked the Council for the City~s support.
2. Hopkins 1~estvind Band - Request for $800, Staff
approved $800.
3. Sojourn Project - R~uest $12,340, Staff reco
$11,600.
' Diana Hanson, Intervention Coordinator explained the program
and thanked the City. She said that the name had been
changed and would noN ba knomrn as the Sojourners
Intervention Project.
4. 1~ast Hennepin Human Services - Request for $3,637,
Staff reco $3,450.
Dr. Dan Schumacher and Barbara Ingalls gave a summary of the
help and services that the organisations gives. That' also
thanked the City.
5. Senior Coammunfty - Request $10,816, Staff
recommended $10,700.
Adele Keadavs, Program Coordinator thanka~d the City for the
continued support.
6. Hest Suburban Mediation Center - Request $2,750,
Staff recommended $2,750.
Mrs. Nelson gave a short presentation of the work that is
accomplished by the Mediation Canter. She also thanked the
City for their support.

Councilmember ~Crit$ler asked her if the amounts received
from the various cities reflected on the number of referrals
the group received.
Councilmambar Shirley asked if the fact that the City
contributed funds Mould bias a mediation batNaen the City
and another party. lOrs. Mellon assured him it Mould not.
7. Vela Place requested $600, staff recosmendad $600.
Tad Colby, employed by Vala Place related hor much Vale
Plata has helped him ov~~~a his bout of chronic mental
illness. He thanked the City for their support and continued
interest in vale Place
8. Teens Alone requested $2000, Staff recoamended $1000.
Bertilla Mahoney, appeared for Tears Aloha. She told about
the type of cork that is accomplished through this
organisation. She also stated she Mould like the Cauncfl to
rethink the amount and to give the project the $2000 as
requested.
9. Family Resource Canter -•Raquestad $1000, staff
racoamandad $1000.
Jhlia Forshay, Program Coordinator for the Hopkins ~c~+~ol
District appeared on behalf of the canter. She thanked the
City for their support.
10. l~innaapolis Day Cara requested $20,000, staff
raco~mmandad $13,000.
8zs. Morris appeared on behalf of the organisation. She
apprised the Council of the help accomplis~+~'1 by the
donations. Sha thanked the City for their continued
support.
IV. Stave Mielka, City Manager, gave a brief ovarvie~r
of the proposed t~~~gat.
Mayor Harq Opened the public h~~rinq
Don Roasnar, 618 nest Park Valley Drive, appeared before
Council to question them about the TIF program in the City
of Hopkins . Ha panted to kno~r is the program is of fatting
lo~rar priced homes. Ha also stated that adding ram personnel
at this time is not necessary in his opinion. He added that
ha is not pleased with the Nay tha•monay is spent in the
City. Ha did add that he is in favor of increasing the Tears
Aloha budget to $2000.

Don Grsen, 14 Harthorna Road, appeared before the Council.
Ha felt that the ~~~qat vas appalling. Ha questioned the
cost of personnel. 8e said that the City of Hopkins ~-as one
of the highest taxing cities in the State. Ha also felt that
the ta~~tion of the hams awnars in Hopkins ~-as
disproportionately higher then other cities.
Hr. Kial]ce explained the TIF program. By using TIF projects
are able to ba completed. Also ~rhen the TIF is paid back the
entire City benefits since the project pays higher t~••As
than the City Mould have realised before the project. In the
long run the benefits autvaigh any losses.
Councilmembar R~apenning stated that the taxes do not
increase if the property fs already in s TIF district.
Council~~ Shirley stated that rithout the TIF program
the City could not expand or attract nav businesses. By
using the program, campanias are able to buy land at a more
reasonable cost.
Archie Carter, Za5 Hest Park Road, appeared to update the
Council on the tree program. Ha urged spending more on
trees. He camplimanted the Council and said that they had
done a lot of things to improve Hopkins.
mayor Berg responded to ~. Roesnar~s coasmants in tiro parts.
i. Issue of multiple families. The Council agrees that the
City does not Head additional multiple family housing. But
he also stated that if the property fs soned for multiple
family that they it could ba costly and difficult to change
that $oninq.
a. Premise of TIF - It has been used aggressively to insure
devalopa~ant in the City of Hopkins.
Mayor Barg asked the Council to respond to suggestions
regarding the proposed budget, starting with the proposed
donations to the various organisations.
Councilmamber Anderson said ha goes along with the City
Managers suggastions regarding the proposed budget.
Councilmsmbar Shirley agreed.
Councilmamber 1Critaler felt that the Tears Alone program `ras
very important to the City of Hopkins and Mould like to
increase the amount by $1000.

Councilmamber Redepenninq stated that he would also like to
sae vale Place raised to the requested $1000 as well as the
Teen Aloha program.
Mayor Berg asked 1~. Cenellie if ha had reached City
Attorney Jana Miller. lam. Genellie responded that ~.
Killer had stated that the meeting vas legal and to continue
with the meeting.
Councilmember Shirley moved and Councilmember ~Critsler
seconded the motion to close the public ha~r~g,
1~. Mialka informed the Councfl that they would have to
accept the budget and tax levy at this meeting should they
decide not to continua the meeting.
Councilmember Shirley withdraw his motion to close the
public ~+p~rinq. Ha then moved to continua the public
hearing until ~adne~~~y, December 16, 199a at 6:30 p.m.
Councflme~mber Anderson seconded the motion.
A poll of the vote vas as follows: Councilmamber Anderson,
Aye; Councilmamber Shirley, Aya; Councilmember ~Critsler,
Aye; Councilmambsr Redapanninq, Aya; Mayor Barg, Aye. The
motion carried unanimously.
Councilmamber Anderson moved and Councilmember Radapenning
seconded the motion to adjourn. The meeting adjourned by
unanimous consent.
