Nayor Barg explained the background of the Child's Play
Theatre (CPT) project.
Ban Aura, Chairman of CPT, appeared to thank the Council and
staff for their efforts regarding this project. Ha also
explained the reasons behind CPT's request to speed up this
project. He reiterated CPT's desire to remain in Hopkins.
Tom Harmeninq presented the staff report concerning the
proposal performing arts center.

Mayor Berg opened the public hearing at 8:30 p.m.
Kevin Kastalla, aZ5 Gist Avenue North and awnar of Rastalias
Tae R~ron Do, testified that as a resident ha could gladly
support such a project. As a business owner in one of the
affected buildings, however, ha ass mrorrfed about relocation
and mrishad to ba notified concerning this project and others
that affect his business.
Jim Kerrigan explained that since Mr. Rastelle mras leasing
an 8RA owned building, he mras not eligible for relocation
funds. 8a assured lam. Rastelle, however, that staff mrould
assist him in other gays to relocate should that be
necessary.
Maureen Solim-its, Golden Valley, testified that CPT fs
important to children and an asset to Hopkins.
Jillian l~huison, Minnetonka, testified that CPT had helped
her and that there Hare ~~itfnuinq problems rith CPT using
the Eisenhower Commmunity Center.
Betty Folliard, 113 Ashley Road, stated that she supported
CPT.
Tom: Rogers, Eden Prairie, also testified about the problam:s
CPT ass experiencing at Eisenhower,
Rarer Jensen, Z41 13th Avenue North, thought that this
pro j act mras a good use of tax money and that CPT did great
things for children. She encouraged the Council to move
carefully•if there Here existing businesses on the site.
John Strojan, 309 Alt~+~~ Lane, testified that he mss
concerned about using tax increment financing (TIF) for this
project. 8a asked if the Minnesota Department of Revenue
had been contacted concerning this project. He stated that
the City of Hopkins is being asked to support the entire
facility and mrondarad vhathar other cities could contribute.
8e also stated that ha mras mrorried about the loss of taxes
that are currently being paid on the proposed site. He
asked if the public really supported this project and ~rhich
businesses Mould benefit from people attending CPT.
Betty Aura testified that she often chauffeured her child to
CPT and almrays had time to do same shopping or other errands
in the i~adiate area.
Don Roasnar, 618 N. Park Valley Drive, testified that he
supported CPT but felt that TIF Nas costing the taxpayers
money.

Jean Searles, 38 7th Avarua North, testified that she
supported the Suburban Chevrolet site for this project
because of likely parking problems if the project eras put on
the proposed site. Sha also had a concern Mith using TIF
funds for a standalone performing arts canter rather than an
entertainment complex which Mould include tax paying
businesses.
Bona Klinger testified that sh® supported CPT.
Dave Mahler, finance director of CPT, testified that CPT~s
financial projections Hare solid and that CPT had a positive
fund balance over the last three years.
1~lark Saran, Chair of the Hopkins Business Council, read a
resolution from the Business Council rhich supported CPT but
not as a standalone facility. The Business Council
preferred the use of general obligation bonds for a project
of this sort and that ~hatavar site aas chosen should
minimise the taking of tax paying properties.
Fran Hesch, a46 5th Avarua North, appeared and presented a
petition supporting CPT. Sha felt that it should be part of
a larger antartainment complex. She granted to kno~r if the
developer ras still interested in placing an entertainment
complex on the Suburban Chevrolet site and Nhether CPT could
afford the operating costs involved in a naM theater.
Mayor Berg stated that the developer eras still interested at
this time.
Stave Barbario, Executive Director of CPT, testified that
CPT could afford the increased operating costs. He also
estimated that, Frith CPT relocating in do~rntoarn Hopkins,
90,000 - 100,000 people ~rould visit Hopkins yearly
ganeratinq $400,000 a year in naN business. 8a also
testified that CPT Nas still interested in being part of a
larger entertainment complex.
Tara Radapenninq, a09 Blake Road South, testified in support
of CPT.
lbs. FoNlar, of Fo~rler~s Henry Penny Alley Antiques,
testified that she supported CPT as part of a larger
entertainment complex. She did not support using the site
that eras directly east of the parking ramp. She also urged
the Council to remove the angle parking on 10th Avenue.
Councilmembar i~it$ler moved and Councilmembar Radepenninq
seconded the motion to close the public hearing at 10:OZ
p.m.

Councilmember Shirley stated that ha tranted more time to
think about this project and eras not ready to decide at this
meeting.
Councilmember Rritaler agreed with Councilmember Shirley and
said that the City should thoroughly examine the Suburban
Chevrolet option.
Nayor Berg agreed that, given more ties, more information
might be forthcozinq concerning Suburban Chevrolet.
Councilmsmber Anderson stated that he supported the
entertainment complex and did not think that any more time
or money should be spent examining a performing arts canter.
8ayor Barg stated that he would like staff to further
research the proposed sine of the facility and ~-hether CPT
had the necessary management expertise.
Councilmember Radapenning urged the Council and staff to sea
ghat the City could do to assist the current fund raising
drive of CPT.
Councilmember Redepenninq moved and Councilmember Anderson
seconded a motion to continua this item until the January 5,
1993 Council meeting.

motion carried unanimously.
